How can you make a difference? 

UNICEF Zimbabwe is inviting applications for a national individual to support the UNICEF Zimbabwe Country Office (CO) in the implementation of monitoring and knowledge management activities for the UNICEF as well as support to Government and implementing partner capacities.

BACKGROUND

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the Organization does — in programmes, in advocacy and in operations. The Programme Planning and Monitoring (PPM) Section ensures that the  UNICEF Country Office has reliable data regarding the situation of children and women and the performance of UNICEF-supported programmes. This includes collaborating and liaising with Government and other partners in providing up to date information for various systems. Furthermore, PPM also supports Government and partners in development of national capacities of planning monitoring, and knowledge management for evidenced-based decision making.

ASSIGNMENTS:

 

  1. Support to Performance Monitoring, Reporting, Data and Information Systems.

 

  • Ensure support to the Country Office programme data collection systems and analytics in support of tracking and managing programme results, partnerships and budgeting.
  • Support development and maintenance of office-wide databases to manage key programme data, to support Country Office programme planning and monitoring.
  • Support update of UNICEF's Results Assessment Module (RAM), UN Inter-agency information systems (UN Info) and the government information system (DevPromis) with UNICEF programme planning and monitoring data.
  • Support programme data visualization systems to support the Country Office management in tracking and managing the Country Programme
  • Develop as requested and support clear and concise programme data visualization products (e.g. maps, dashboards, infographics and financial/resource analyses) to UNICEF managers and partners.
  • Support the programme sectors in development and maintenance of databases to manage key programme data, to support planning and monitoring, and ensure linkages with national information management systems.
  • Support production of sector data reports.
  • Produce monitoring data reports to support office-wide reviews and decision-making include those related to field monitoring and supply-end user monitoring.
  • Support strengthening and scale-up quantitative and qualitative Field Monitoring and accountability to beneficiaries at all stages (design, collection, analysis, and visualization of data), including through quality assurance and production of regular reports.
  • Contribute to development of programme monitoring frameworks.
  • Support the programme components to effectively monitor and report on the sectoral, intersectoral and cross sectoral programme component results to facilitate programme coherence and convergence where appropriate.
  • Support the quality of child rights-based programmes through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects.
  • Support programme teams with indicators related to the implementation of programmes.
  • Support the CO to ensure linkages with national information management systems supporting standards and quality.
  • In humanitarian response situations, coordinate data-collection systems and consolidate humanitarian performance monitoring efforts.
  • Produce humanitarian data for emergency reporting (SitReps). 
  1. Support to Capacity Building
  • Support the understanding and capacity building of monitoring and knowledge management for UNICEF staff members, implementing partners, and Government through communication, training, learning and development activities.
  • In close collaboration with partners, ensure that a capacity building strategy for UNICEF/UN staff national partners and institutions exists. 
  • Collaborate to implement capacity building strategies as a joint commitment with other developmental partners. Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops and practical experience in order that UNICEF and UN staff have the basic knowledge and skills in understanding and applying new programme monitoring policies, tools, methods to fulfil their responsibilities. Similarly, design and implement strategies suited to the skills needs of national partners.
  • Promote the awareness and understanding of the shared responsibility of the planning and monitoring function

 

  1. Support to Information Sharing, Learning, and Knowledge Management
  • Support the Country Office in documenting key updates and decisions emanating from various programme and management team meetings.
  • Support the country office’s Data and Information Management agenda, in order to continuously adapt programmes and improve effectiveness based on evidence of successes and failures.
  • Document the development of effective methods and platforms to standardize and share data and information and disseminate internally and externally
  • Support coordination with other UN agencies in the country and share lessons on information data, management and coordinate in supporting partners.
  • Support coordination the country office’s Knowledge Management agenda, in order to continuously adapt programmes and improve effectiveness based on evidence of successes and failures.
  • Support the development and improvement of tools, modalities and processes to standardize the Office-wide approach to documentation, including identifying, collecting, documenting and disseminating lessons learned and good practices.

To qualify as an advocate for every child you will have… 

Education:

University degree in in social sciences, statistics, planning development, planning or any other relevant field of discipline.

Experience:

Professional work experience in programme development and implementation, including monitoring and evaluation activities as follows 

  • Two years relevant professional field work experience.

At least two years exposure to gender-based programming. Active involvement in a humanitarian crisis response programme preferred. 

Knowledge/Expertise/Skills required:

  • Professional technical knowledge/expertise in demography, statistics, and data management.
  • Professional technical knowledge/expertise in methodology of data, information management and monitoring, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
  • Professional technical knowledge/expertise in activity monitoring, data analysis, and reporting.
  • Professional experience in trainings on monitoring and data analysis.
  • Gender equality and diversity awareness

Desirable

  • Professional work experience in programme development and implementation including programme planning and monitoring activities as follows:
  • Two years of relevant professional work experience.
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Mastery of UNICEF’s M&E policies and procedures.   
  • Latest programme monitoring and evaluation theory, methodology and tools.
  • Understanding of UN Mission and system, current key UN topics; and International Code of Conduct.
  • Understanding of UNICEF Mission Statement and UNICEF Guiding Principles.
  • UNICEF strategic framework for partnerships and collaborative relationships.

Language requirements:

Fluency in English is required , and the language of the local duty station.

If interested and available to undertake the individual consultancy, please submit your application online and attach the required documents including the technical proposal and an all-inclusive financial proposal incorporating an approximate number of travel days for field (local) travel. 

Technical proposal: The Technical Proposal should articulate an understanding of the TOR and include the proposed Tasks/Milestones, Deliverables/Outputs, Timeline and level of effort by deliverable. The similar table provided in the TOR is indicative. Applicants may use the indicative table as a guide or deviate as per the proposed approach. The proposal should also cost-effectively propose the local travel proposed by the applicant to undertake the assignment.

Financial proposal: The Financial Proposal should include the costs (providing a daily rate as justification) for each task, including consultant fee, proposed travel costs and perdiem, communications costs and any other proposed cost.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
