UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.
It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

Scope of Work:
- Identify the framework and methodology for the research that reflects a representative sample in both national and BARMM contexts.
- Undertake survey, field research, FGDs and other means of data gathering and verification according to the agreed methodology, which includes hiring of enumerators/facilitators, transportation and all related costs, in Manila and Mindanao Offices.
- Analyze, process, and present the results and recommendations to UNICEF senior management and Advocacy and Communication Section.
- Provide an initial dossier or profile for each of the 10 potential candidates, prepare final report in PDF format, and submit results of field research, including transcription, consent forms, and other forms of documentation of the activity.

Qualifications and Competencies of Successful Consultant:

Master's Degree with 2 Years work experience or Bachelor's Degree with 5 years work experience.
Field of Study: Development communication (or general communication with specialization in development or political communications), marketing research, political science/political economy, international/foreign relations, or other related fields in the social sciences.
Knowledge/Expertise/Skills required:
- Minimum of 5 years’ senior level experience working particularly in research or development communication.
- Seasoned and recognized professional in his or her field of expertise. Proven track record in undertaking research and surveys done in an ethical manner.
- Strong understanding of Philippines social and cultural factors, as well as the UNICEF brand.
- Strong network and ability to reach form research teams across the country.
- Knowledge of child rights issues, communication and media, including digital media.
- Good coordination/project management skills.
