How can you make a difference?
Cambodia is home to a diverse population, including 23 indigenous ethnic minority groups. Since the early 2000s’, the Ministry of Education, Youth and Sport (MoEYS) with support from development partners initiated mother-tongue based multilingual education (MLE) for children from indigenous communities. In 2024, MoEYS issued the third five-year Multilingual Education Action Plan 2024-2028 offering a priority on further improving access to and the quality of the MLE programme to enhance learning among indigenous ethnic minority children in Cambodia. One of its strategic priorities is to further develop and distribute culturally relevant and gender transformative teaching and learning materials in indigenous languages.
Since the initiation of the MLE programme, continuous revisions and additions have been made to its methodologies and materials. A comprehensive review is deemed required, particularly in the context of the national roll-out of the EGL programme. Thus far, the MLE and EGL programmes have been implemented in a totally discrete manner although both programmes target the same student groups (grades 1-3). To ensure greater consistency and synergy between the two programmes, a thorough review of the existing MLE teaching and learning methodologies and materials is required in comparison with those of EGL. The main purpose of this consultancy is to review the current practice and materials of MLE and provide technical advice and concrete recommendations for enhancing MLE teaching and learning methodologies and materials, in the context of the national EGL implementation. This consultancy ultimately aims to enhance the quality of learning of early graders from indigenous communities.
To qualify as an advocate for every child you will have…
- Master’s degree in education, language development/ applied linguistics, curriculum and/or another related technical fields of study.
- A minimum eight years of relevant experience at international/national level in education, and/or mother tongue-based education related issues and assignments.
- Experience in development, review of curriculum, learning materials and as well as learning assessment.
- Experience in conceptualizing development issues, high-quality technical and analytical reports.
- Work experience in Southeast Asian Countries and Cambodia is an asset.
- Work Experience with/ at communities particularly with Indigenous ethnic minority communities is an asset.
- Sound knowledge of the education sector in Cambodia and MoEYS policies and reform processes,
- Knowledgeable in the Cambodia’s primary education curriculum and the Early Grades Learning (EGL).
- Excellent writing skills in English language.
- Computer literacy, digital skills and presentation skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
