Under the day-to-day supervision of the Education Specialist in UNICEF Libya Country Office, the Consultant (Youth Programme) will support in engaging, networking, managing, regular monitoring and reporting of the youth projects in Libya. The Consultant will support in liaising with UNICEF’s partners and key stakeholders such as Ministry of Education and Ministry of Youth, for the best interest of children, adolescents and young people within the scope of the UNICEF program. The consultant is expected to engage with youth and liaise more closely with entities working on youth initiatives. This role will also require having regular joint meetings with other UNICEF sections such as WASH/SBC and coordinating with UNICEF climate and Youth working groups.
- Oversee and provide technical support to life skills education initiatives delivered through formal and non-formal settings.
- Monitor the implementation of life skills extension modules, including reviewing training content and feedback for continuous improvement.
- Lead the establishment of the second Youth Advisory Group cohort and strengthen the alumni network.
- Design and implement capacity-building sessions for youth members to foster leadership, communication, and advocacy skills.
- Enhance and roll out extension modules under the Social Innovation Accelerator, promoting leadership and problem-solving through Human-Centered Design methodologies.
- Represent UNICEF in the Joint UN "Raidat" Programme for young women, facilitating leadership training and mentorship opportunities.
- Coordinate youth-led activities under the WASH and Climate Change portfolios, including hygiene promotion, environmental risk mapping, and policy engagement.
- Support youth participation in consultations on the National Adaptation Plan (NAP), water sector strategies, and events such as LCOY and COP30.
- Liaise regularly with national counterparts (e.g., Ministry of Education, Ministry of Youth), UN agencies, and youth networks.
- Act as a focal point between the WASH section and youth stakeholders, ensuring youth voices are integrated into climate-resilient WASH planning.

To qualify as an advocate for every child you will have…
- A Bachelor’s Degree in Education, Psychology, Sociology or another relevant field.
- A minimum of 4 years of relevant professional experience in the field of education, Youth engagement and skills development, including climate.
- Developing country work experience and/or familiarity with emergencie is considered an asset.
- Fluency in English & Arabic is required.
Desirables:
- Experience in the Prep/facilitation of workshops.
- Experience working with Ministries of Youth.
- Experience working with international community and the UN.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
