UNICEF Indonesia is looking for national consultant who will support the Mid-Term Review (MTR) process of Indonesia’s Partnership Compact to be conducted in 2025. The MTR is an important opportunity to assess the progress, relevance, effectiveness and efficiency of the implementation of the Partnership Compact to date. The MTR process includes identifying good practices, challenges, and lessons learned; and considering the relevance of the Partnership Compact’s focus, including its Theory of Change, in relation to emerging government priorities. The MTR process will reconfirm suitability of the existing Partnership Compact and provide opportunities for its revision to strengthen the delivery of education priority reforms going forward, and to inform the Global Partnership for Education’s (GPE) Board for future GPE financing to Indonesia.

The national consultant will be working closely with MPI/LEG members, especially the MTR Core Task Team, which will be established to provide technical guidance through the MTR process. Throughout the process, the national consultant will be on the ground, leading the data collection, compilation, and the preliminary analysis work, as well as preparing, coordinating, and conducting consultations and meetings with relevant education partners and stakeholders in Indonesia. The national consultant will work closely with an international consultant who will review compiled data and the preliminary analysis, to ensure that tasks are carried out efficiently, effectively, and the deliverables produced are of good quality - meeting GPE quality standards, and take into account the requests and feedback from the Core Task Team, MPI/LEG members, and other stakeholders involved in the MTR process.

How can you make a difference? 

The Partnership Compact MTR process is comprised of three phases: (1) Country Self-Assessment, (2) Inclusive evidence-based dialogue on progress and adaptations, and (3) Finalization of the MTR Progress Memo. The national consultant will work along with an international consultant, in liaison with the Core Task Team , to compile, consolidate, and analyse data and prepare key documentations in the MTR process.

The main tasks of the national consultant include: (i) preparing key documentation for and facilitating consultations/discussions to compile data and information on the progress of the Partnership Compact; (ii) collecting and reporting key outcomes from each consultation to ensure these outcomes inform MTR Progress Memo drafting; (iii) contributing to the drafting of key documentation (mainly the Comprehensive Analysis Report and the MTR progress memo). Both the national and international consultants will be directly contracted and supervised by UNICEF. UNICEF will lead the engagement of stakeholders to support the Partnership Compact review process, in accordance with work plan timings.

The following are detailed descriptions of key tasks of the national consultant throughout the MTR process.

Inception Phase:
- Provide technical assistance to the international consultant in developing the inception report, which includes the data collection plan (including identification of key data that should be collected), methodology, the overall MTR workplan, a literature/desk review for the country self-assessment and consultation plan. The literature/desk review included in this inception report will serve as an initial analysis that will help inform the Comprehensive Analysis Report to be developed under Phase 1.

Phase 1. Country Self-Assessment:
- Prepare for, facilitate, and provide documentation for, a series of consultations with key education partners, especially with MoPSE and MoRA as government institutions that collect key education data. Develop presentations to clearly communicate the objectives and expected results of these consultations, key questions to guide consultations; a method to capture and confirm progress of the Partnership Compact; and ensure challenges, bottlenecks, and gaps raised in these consultations are reflected in the Comprehensive Analysis Report.
- Assist with the preparation of a Comprehensive Analysis Report including a snapshot report on the country status against the Partnership Compact Theory of Change and indicators. Lead technical discussions with the MTR Core Task Team to facilitate them to provide advice, guidance; and synthesise assessment results and recommendations, to be included in the Comprehensive Analysis Report.
- In collaboration with the international consultant, coordinate meetings to discuss the Partnership Compact MTR progress. Lead preparation of meeting agendas, presentations, discussion papers and minutes of meetings in consultation with the international consultant.

Phase 2. Inclusive evidence-based dialogue on progress and adaptations:
- Assist the development of the draft Partnership Compact MTR Progress Memo, and document and incorporate feedback received from the MPI/LEG members and other relevant stakeholders. Support the international consultant in ensuring the draft MTR Progress Memo meets GPE quality requirements for structure and content.
- Lead work in preparing materials for meetings, such as meeting agendas, presentations, discussion papers, and minutes of meetings. Coordinate and facilitate meetings with the Core Task team and MPI/LEG members to discuss Partnership Compact MTR progress and recommendations.
- Prepare, facilitate and provide documentation for a series of consultations with national and subnational government stakeholders and MPI/LEG partners to secure their inputs, advice and guidance on progress of Partnership Compact implementation.
- Prepare and coordinate the 2-day MTR meeting, including the preparation of documentation, such as meeting agendas, presentations, discussion papers and minutes of meetings, and the development of a meeting summary note. Participate in the 2-day MTR in person and assist with the facilitation and smooth implementation on the day of the meeting.

Phase 3. Finalize MTR Progress Memo:
- Prepare and facilitate consultations with national and subnational government stakeholders and MPI/LEG partners to secure their comments, feedback, and confirmation to finalize the MTR Progress Memo. Work closely with the international consultant and ensure that all comments, feedback, and confirmations by the national and subnational government stakeholders and MPI/LEG members are obtained and accurately reflected in the MTR Progress Memo before finalization.

Throughout the Partnership Compact MTR process, the national consultant will mainly lead the data consolidation and analysis necessary to develop the Comprehensive Analysis Report and the MTR Progress Memo and facilitate and coordinate consultations and meetings to ensure MPI/LEG members and all relevant stakeholders are engaged throughout the MTR process. To ensure that quality deliverables are produced efficiently, the national consultant will require excellent written and spoken language proficiencies in Bahasa Indonesia and English and will need to have very good planning skills.

To qualify as an advocate for every child you will have… 

- Minimum of a master’s degree* in one of the following fields is required: education or international development with specialization in education.
- At least 8 years of relevant experience in education sector planning and policy formulation
- Experience in undertaking education sector related research in Indonesia, including comprehensive data collection and analysis
- Experience in facilitating consultation of key education stakeholders at both national and subnational levels with proficient use of both Bahasa Indonesia and English.
- Familiarity of GPE programmes is an advantage

(* A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with ten (10) years of relevant work experience may be considered in lieu of an advanced university degree.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
