How can you make a difference?
Purpose of Activity/Assignment:
Provide support for the rollout of U-Report FunDoo and U-Report Viet Nam platforms management including related youth-engagement activities.
Organizational Context:
The UNICEF Viet Nam Country Program for 2022-2026, aligned with the UNICEF Strategic Plan 2022-2025, prioritizes support for the achievement of selected national socio-economic development plan (SEDP) outcomes which are correlated to the UN Sustainable Development Goals (SDGs) and targets. It also complements the One Strategic Plan between the Government and UN system agencies with a delivering-as-one approach. With equity as the fundamental principle and adolescents and young people as a prioritized group for participation and development from a rights-based approach, promotion of youth voices in setting the agenda for interventions and advocacy has been highlighted for this country program in the country.
In 2016, UNICEF Viet Nam joined U-Report, a UNICEF global technology-based initiative to provide real-time interactions with children and adolescents across the globe and a youth engagement platform that amplifies the voices of children and young people to help bring about positive social change. Since its first launch in Uganda in 2011, U-Report has contributed to law changes, supported peace processes, combatted cyber bullying and taken the voices of youth to high-level forums on migration, HIV, climate change, violence, vaccination, SDGs and much more.
Currently available in 103 countries, UNICEF U-Report empowers adolescents and young people on issues affecting them by gathering their digital and instant feedback from community to national level. At the same time, through such a tool, data are collected and disseminated to bring adolescents and policy makers closer. With more than 38 million U-Reporters world-wide, U-Report is not just a platform to send out regular polls, aggregate the results and use them to advocate for change. That’s a central component of U-Report, but the beauty of U-Report is that it’s used in a different way in each of the ever-growing number of
countries. In many countries, U-Report also helps promote innovative partnerships through collaboration with technological portals. The most popular interfaces for U-Report access across countries are SMS, Facebook/Messenger and other applications such as Viber and WhatsApp etc…
U-Report Viet Nam:
In Viet Nam, U-Report is a web and social media-based platform designed to empower young people to share their ideas on issues that they experience in their communities, at home and in school, encouraging citizen-led development and creating positive changes. With an inclusively growing number of over 20,000 U-Reporters nation-wide, youth voices collected from U-Report Viet Nam are effectively used to inform UNICEF programme and intervention design, its advocacy priorities, and as evidence to support UNICEF strategies in the country.
The intended target group of U-Report is children and adolescents aged 13-241 although polls will be undertaken with specific age groups depending on specific purposes. This is a critical period of transition from the dependence of childhood to adulthood’s independence.
Besides, U-Report Viet Nam is a youth-oriented and youth-engaged avenue that embraces diversity, innovation, dialogues and creativity. Its online and offline events and activities draw on many adolescents and young people who would like their voices to be heard, their stories to be told and their wishes to be shared and multiplied. The skills and knowledge resources that U-Report Viet Nam provides, both on its Facebook page and via capacity-enhancement activities for adolescents and youth, give it an advanced position for youth to excel in their attempt to learn and to contribute to changing society for the better.
The current prioritized objectives given to U-Report Viet Nam 2025 workplan include:
(1) Roll out and support management of the implementation of UNICEF innovation center’s FunDoo application on U-Report Viet Nam.
(2) Support daily management of U-Report Viet Nam initiative, including the development of contents for U-Report Viet Nam social media platforms.
Purpose of the consultancy:
U-Report is an office-wide UNICEF initiative with participation of different sections and technical staff that is managed by Communication and Advocacy section. Under the direct supervision of the Social and Behaviour Change Communication Officer, in collaboration with digital communication officers and with overall guidance of the Chief of Communications and
Advocacy, the consultant will provide day-to-day support to the rollout of the U-Report 2025 plan. This plan was designed to serve the objectives mentioned.
The consultant is therefore expected to proactively implement the 2025 U-Report work plan and deliver all planned results. Provided description of tasks are as follows:
(1) FunDoo application is rolled out and managed daily on U-Report Viet Nam:
(i) Adapting the FunDoo package for Viet Nam, tailoring the AI skills coach to Vietnamese young people featuring key assists in the areas of employment-friendly skills, climate change resilience and mental health promotion;
(ii) Launch the package and FunDoo initiative in Viet Nam;
(iii) Roll out the package and make modifications as needed;
(iv) Maintain the platform and promote its outreach to the wider U-Reporters and youth initiatives;
(v) Provide regular reporting for donor exchanges.
(vi) Attend regular meetings with FunDoo global team to provide updates and reports.
(2) U-Report Viet Nam initiative is daily managed to maintain its momentum and growth:
(i) Development of creative and interactive visual contents for U-Report Viet Nam social media platforms across U-Report Facebook/Messenger, Instagram, Tik Tok, X and RapidPro.
(ii) Coordinate the conduction of U-Report regular polls on RapidPro system by creating, conducting and analysing the flow of responses to U-Report regular and theme-based polls to feed into office-wide, programmatic and regional public and policy advocacy;
(iii) Mobilize U-Report Viet Nam network to increase outreach to Vietnamese adolescents and youth and maintain the network of U-Report champions as required;
(iv) Partner with U-Reporters and other youth initiatives in promoting youth participation and engagement across advocacy activities including WCD, other flagship events, joint UN initiatives;
(v) Organise skills provision, consultations and other events for U-Reporters in response to their needs and advocacy requirements.
(vi) Attend regular and monthly meetings organized by U-Report global and support U-Report global requests.

Evaluation Criteria:
A) Technical Evaluation (e.g. maximum 80 Points) B) Financial Proposal (e.g. maximum of 20 Points):
For technical evaluation (A), applicants are expected to send (1) updated CV/Resume, (2) a letter of application stating reasons for applying for the job, (3) 03 references including at least one from a past supervisor, (4) samples of previous performances (at least 03 samples of communication-work related including social media content development and stated experience of working with/mobilizing young people). Qualified candidates will be interviewed as final round.
(B) A financial proposal indicating monthly payment and total budget quoted for the consultancy is also required.
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview if needed.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
