As part of technical assistance to the education reforms in Armenia, UNICEF closely cooperates with the Ministry of Education, Science, Culture and Sports to enhance the capacities of the education system for evidence-based decision-making in reform implementation. Within the scope of these efforts and in consideration of the important role that the international assessments play in generating evidence for education sector, UNICEF will support the Programme for International Student Assessment (PISA) 2025 in Armenia.

PISA is the largest global assessment of learning, which is conducted by the Organisation for Economic Co-operation and Development (OECD) for evaluating the ability of 15-year-olds to apply their knowledge and skills in reading, mathematics, and science to tackle real-world challenges. It serves as an international benchmark for educational outcomes, aiding evidence-based decision-making in education policy over time. PISA 2025 marks the ninth cycle of assessments, held every three years since 2000[1], with a primary focus on science. Additionally, it introduces a new domain, Learning in the Digital World[2], designed to assess students' capacity for self-regulated learning using digital tools. The Australian Council for Educational Research (ACER) oversees the management of contractors and the implementation of PISA 2025, including the development of instruments for the innovative domain. Other contractors involved are Oxford University Press, which contributes to the science framework, and Westat, responsible for sampling.

Armenia joined PISA 2025 for the first time after close consultations with OECD and local stakeholders.  A National Steering Committee and a National Analysis Team have been established to implement PISA 2025 in Armenia through technical support from OECD.  More details about the process are available at OECD PISA 2025 website[3].

The Capacity Needs Assessment (CAN) report[4] conducted by OECD finds that while Armenia has long-term experience in implementing international (TIMSS) and national large-scale assessments, Armenia needs additional support in some areas as PISA’s methods and procedures are different and more complex compared with Armenia’s prior experience. These areas include IT infrastructure and support, translation and linguistic quality control, survey operations and logistics, data analysis and reporting, dissemination and communication.

Based on the identified needs, UNICEF will provide technical assistance to the MoESCS National Analysis Team through hiring a Consultant/Statistician. The purpose of this consultancy is to support PISA 2025 data analysis by running statistical analysis and producing statistical outputs for PISA. Consultancy is expected to be carried out within the period 1 July 2025 – September 30, 2026.

 

How can you make a difference? 

Under the overall guidance of the UNICEF office in Armenia and the direct supervision of UNICEF Education Specialist, the Consultant (Statistician) will be responsible for quality and timely implementation of the following activities in close cooperation with MoESCS National Analysis Team, OECD experts and other education stakeholders:

  1. Run statistical analysis and produce statistical outputs (e.g. figures and tables).
  2. Support knowledge mobilization and disseminating the PISA results: help organize seminars, conferences and workshops in collaboration with the MoESCS National Analysis Team.

To qualify as an advocate for every child you will have… 

  • Advanced university degree (Masters) in statistics, data science, or a related field.
  • Sound knowledge of and proven experience in the application of statistical techniques involving large assessments of skills and large-scale survey data. Experience in the analysis of household surveys would be an advantage.
  • Strong experience using statistical analysis software such as Mplus, R, STATA, SPSS or SAS.
  • Experience using Excel including VBA and Excel Macros.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
