UNICEF Libya works in partnership with the Government of Libya to ensure all children have equitable access to quality, affordable services and live in supportive, protective environments. Achieving this ambition requires a strong social protection system, underpinned by sound, equitable, and efficient public financing. However, persistent inefficiencies and inequities in public spending, particularly in health, education, and social protection, continue to limit service delivery and outcomes for children and vulnerable populations.
To address these structural issues, UNICEF launched its Public Finance for Children (PF4C) initiative in Libya in 2024. PF4C seeks to strengthen the evidence base, enhance budget transparency, and support government-led reforms that improve the efficiency and equity of public expenditure on children. Through this work, UNICEF has helped produce Libya’s first budget briefs in education, health, and social protection, and has supported government institutions in undertaking budget analysis and capacity building.

How can you make a difference? 

The consultant will lead the coordination and advancement of UNICEF Libya’s integrated work plan on Public Finance for Children (PF4C) and Social Protection. This includes programmatic development, stakeholder coordination, and evidence-based policy support, in collaboration with government institutions, development partners, and UNICEF programme sections. Technical support will also be provided by the UNICEF Middle East and North Africa Regional Office (MENARO).

To qualify as an advocate for every child you will have… 
  • Master's degree in Economics, Public Policy, Public Finance and any other related social sciences.. 
  • Minimum of 8 years of progressive professional experience in macroeconomic analysis, public finance management, or related fields—preferably with a focus on social sector financing.
  • Strong knowledge of public finance principles, including budget cycles and processes, expenditure analysis, costing methodologies, and value-for-money assessments in health, education, social protection, and related sectors.
  • Demonstrated technical experience in social protection system design and financing, including familiarity with targeting, delivery mechanisms, and policy frameworks.
  • Proven experience working with government ministries and institutions, particularly in supporting evidence-based policymaking, budget analysis, and inter-sectoral coordination.
  • Sound understanding of Libya’s public financial management system, budget calendar, expenditure documentation, and institutional landscape for social protection is essential.
  • Demonstrated knowledge of Libya’s legal, policy, and institutional frameworks for social protection, including national programs such as the Children and Wives Grant.
  • Strong analytical skills, with the ability to apply economic principles to real-world fiscal and social challenges. Experience with fiscal space analysis, investment case development, and financial modeling is a strong asset.
  • Proven ability to synthesize large data sets, translate findings into accessible policy recommendations, and produce high-quality written products tailored to technical and non-technical audiences.
  • Excellent communication, facilitation, and advocacy skills, with a track record of engaging diverse stakeholders, including government, and development partners.
  • Proficiency in Microsoft Office Suite, particularly Excel for data analysis and PowerPoint for visual presentation of findings. Familiarity with statistical tools (e.g., Stata, R, SPSS) is an added advantage.
  • Developing country work experience and/or familiarity with emergency is considered an asset. 
  • Fluency in English & Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset.

Candidates are required to submit financial proposals that indicates all-inclusive (lump sum) fees for the services to be provided, including all associated administrative and travel costs to be included in the pertaining assessment process for this recruitment 

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
