Background
UNICEF jointly with UNFPA and WHO as UN Implementing partners under the Vision 2030 Fund is supporting the Government of Uzbekistan in further strengthening primary healthcare and enhancing reproductive, maternal, neonatal, child, and adolescent health (RMNCAH) services. Within this collaboration, 227 perinatal centers will be equipped with maternal and neonatal care equipment, devices, and strengthened skills and knowledge to build the capacity of healthcare providers to improve services and contribute to reducing maternal and neonatal deaths in the country by timely addressing health issues of pregnant women and infants.
 
An integral part of this project is related to social and behaviour change (SBC) interventions among the target population that are focused on the promotion of adherence to the MoH-recommended visits to gynecologists during pregnancy. One of the key components within this initiative is conducting social and behaviour change communication (SBCC) campaign that includes social media engagement component focused on priority groups in collaboration with opinion makers, influencers, subject experts, and the social media outlets.
 
For this purposes, UNICEF Uzbekistan is looking for a national social media expert to implement a social media engagement activity to reach identified within Vision 2030 project with messages on maternal and newborn health.

Scope of Work:

Under the direct supervision of SBC Officer and overall guidance of the Communication section Chief the consultant will be responsible:

Campaign Strategy & Planning
- Develop and execute integrated paid social and search marketing strategies targeting pregnant women and their families across Uzbekistan
- Align digital campaigns with SBCC (Social and Behavior Change Communication) principles and Vision 2030 objectives
- Create audience segmentation strategies considering urban/rural divides and cultural contexts
- Design A/B testing frameworks to optimize campaign performance

Campaign Implementation & Management
- Create, configure, and launch advertising campaigns across multiple platforms:
- Meta Business Suite (Facebook & Instagram)
- Google Ads (Search, Display, YouTube)
- Yandex Direct
- Manage and optimize Google Ad Grants account to maximize nonprofit benefits
- Implement conversion tracking and remarketing strategies
- Ensure campaigns comply with platform policies and UNICEF guidelines

Content Coordination
- Collaborate with creative teams to develop culturally appropriate ad content in Uzbek, Russian, and Karakalpak
- Optimize ad creative based on performance data
- Maintain consistent messaging across all digital channels
- Coordinate with local partners for community-relevant content

Performance Analysis & Reporting
- Generate comprehensive monthly performance reports with actionable insights
- Monitor KPIs including reach, engagement, CTR, CPC, and conversion metrics
- Provide data-driven recommendations for campaign optimization
- Track ROI and cost-per-action across all channels
- Present findings to stakeholders in clear, non-technical language

Budget Management
- Manage campaign budgets efficiently across channels
- Optimize spend allocation based on channel performance
- Forecast and project campaign costs
- Ensure maximum impact within budget constraints

Work Assignments Overview Deliverables/Outputs Timeline

  1. To support planning and launch of a full-scale campaign in social media in support of 8 visits during pregnancy - Weekly reports - July 2025 – March 2026
  2. To generate content for digital and social media platforms to reach more target groups in accordance with the SBCC plan within Vision 2030 project - List of developed products - July 2025 – March 2026
  3. Support measuring the success of the social media campaign and their regular monitoring - Weekly reports - July 2025 – March 2026
Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. 
 
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

To qualify as an advocate for every child you will have… 

  • Bachelor’s degree in marketing, Communications, Digital Media, or related field. 
  • Professional certifications in Google Ads and Meta Blueprint preferred
  • Minimum 5 years of hands-on experience in digital marketing with proven success in:
    -Meta Ads Manager (Facebook & Instagram)
    -Google Ads (Search, Display, YouTube, Ad Grants)
    -Yandex Direct
    -Google Analytics 4 and conversion tracking
  • Demonstrated experience with healthcare or social impact campaigns
  • Track record of managing budgets exceeding $10,000/month
  • Advanced proficiency in:
    -Meta Business Suite and Ads Manager
    -Google Ads Editor and Scripts
    -Google Analytics 4 and Tag Manager
    -Yandex Direct interface
    -Excel/Google Sheets for data analysis
    -Data visualization tools (Looker Studio, Tableau)
  • Understanding of pixel implementation and conversion tracking
  • Knowledge of GDPR and data privacy regulations
  • Professional proficiency in Uzbek
  • Native or professional fluency in Russian (written and spoken)
  • Working knowledge of English for platform documentation and reporting
  • Previous experience with UN agencies or international NGOs
  • Experience with Telegram advertising in Central Asian markets
  • Understanding of local digital behavior patterns in Uzbekistan
  • Portfolio demonstrating successful social impact campaigns

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
