Individual Consultant – Partnerships, UNICEF Morocco, 6 months

BACKGROUND AND JUSTIFICATION

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries.

UNICEF in Morocco is in the third year of implementing its 2023-2027 Country Programme Document (CPD), which is an agreement of cooperation between UNICEF and the Government of Morocco. The CPD outlines result areas in education and adolescent development, health and nutrition, child protection and social inclusion. Cross-cutting themes of critical importance include a focus on social behavior change and community engagement, attention to gender, and communications and advocacy. UNICEF works hand-in-hand with Government at national and decentralized levels as well as with a wide range of partners including NGOs to support change at scale that is informed by evidence across programmes and policies impacting children across Morocco.

The Country Office has developed a Resource Mobilization Strategy to accompany its CPD and is amending this to reflect a changing landscape and evolving priorities. This includes protecting and strengthening current commitments from the public sector while steadily nurturing and expanding a private sector engagement strategy. The Consultant is expected to further this work over the next six months.

SCOPE OF THE WORK (WORK ASSIGNMENT)

The purpose of this Consultancy is to deepen collaboration with public and private sector partners and to facilitate scanning of the environment, knowledge exchange, partnership management and resource mobilization.

Summary of tasks in line with monthly workplan agreed to with Supervisor:

  1. Monitor and support cross-functional teams in implementing the Morocco CO Resource Mobilization Strategy. This will involve developing and coordinating monthly priorities and providing technical support to teams as they deliver on their accountabilities within this plan. This will also involve preparing updates for the Country Management Team periodically on progress, challenges, and opportunities for further action. 
  2. Scan, identify and promote new public and private partnerships, working with UNICEF colleagues across the organization to articulate needs and broker resource mobilization agreements to meet those needs. Scans for potential risks and share information in a timely fashion with relevant internal and external stakeholders.
  3. Prepare and coordinate implementation of the roadmap for private sector engagement that will be agreed upon during the mid-term review of the Country Programme Document.
  4. Provide strategic, logistical and programmatic support to senior management and other UNICEF staff with public and private sector engagement, including on how to anticipate and respond to partners’ concerns and priorities, ensure that UNICEF’s interests, perspectives, and knowledge are taken into account in relevant policy and institutional processes, and ensure alignment with UNICEF policies, priorities and capabilities.  
  5. Develop and maintain deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts and to UNICEF’s base of knowledge on partnership and resource mobilization. Provide dedicated support to the flagship funded programmes that require intense partnership management for successful programme outcomes and communication of those outcomes.
  6. Support proposal development and reporting writing to ensure consistency with commitments made to public and private sector partners.
  7. Contribute to strategies for engagement and the development of communications products to enhance UNICEF’s visibility and influence with existing and prospective partners and key stakeholders by providing analysis of the current environment and trends and formulating recommendations for strategy approaches and message development. Contributes written inputs for communications instruments that best inform and influence decision makers.
  8. Performs other related duties as assigned by the supervisor to ensure the success of the team, including contribution to office-wide priorities and processes.

SCOPE OF THE WORK (WORK ASSIGNMENT)

The Consultancy will be over a period of 6 months. The Consultant and the Supervisor will agree on monthly work plans derived from the tasks above that will evolve based on the priorities of each month.

The following are the expected deliverables (in French and/or English) from this consultation:

  • Monthly priorities consolidated and technical support to Programme teams provided to advance with the implementation of the resource mobilization strategy.
  • Coordination and finalization of existing funding proposals and concept notes; coordination and quality consolidation of new funding proposals and concept notes.
  • Coordination, consolidation and quality control of inputs for the finalization of donors’ reports; coordination and drafting of other programming documents/ briefing notes as needed.
  • Coordination and preparation of private sector engagement roadmap
  • Update of database of key contacts; coordination of regular communication/information sharing with key stakeholders; Identification of potential new partnerships

Duration and Payment Schedule

The duration of the consultancy is six months, full-time, remotely, starting in mid-September 2025, according to UNICEF staff schedules.

Monthly payments will be based on the submission of monthly reports and the completion of planned objectives and tasks at the beginning of each month.

SUPERVISION

The consultant will be supervised by the Representative and will be closely with members of the Country Management Team.

MINIMUM QUALIFICATIONS

The selected Consultant must have or surpasses the following required qualifications:

The following minimum requirements:

  • Education: An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • Work Experience: A minimum of five years of professional experience in Programme management, private sector engagement in the context of development assistance, resource mobilization, external relations, or other relevant area.
  • Language Requirements: Fluency in English and French is required.

The following desirables:

  • Prior experience designing and implementing partnership and resource mobilization strategies for a UN agency will be an asset.
  • Prior experience managing partnerships with large scale funding actors will be considered.
  • Demonstrable strengths in communication – written and oral – will be an asset.
  • Language: Some proficiency in Arabic is an asset.

This call is open to international individual consultants. The consultant will be recruited based on a service contract signed with the UNICEF Morocco.

  • A methodological note briefly describing the approach that will be followed to meet the terms of reference for this consultation and including a timeline.
  • A detailed CV, mentioning previous experience in the field and the skills required for this consultation, as well as three professional references.

  1. A financial proposal for all services/deliverables in US dollars, including all expenses related to the provision of the services for a whole period of 6 months
