The Mongolia Country Office Country Programme is committed to protecting children's rights in line with international obligations. How can you make a difference? 

  1. Background:

Mongolia conducted its 7th round of MICS in 2023, led by the National Statistics Office (NSO), with the participation of over 20 agencies and institutions. Rapid sociopolitical, economic and environmental changes have created a demand for high frequency updates of outcome statistics to enable effective monitoring and timely adjustments when necessary.

Thus, MICS Programme launched a MICS Plus initiative in 2019, which Mongolia made extensive use during the COVID Pandemic, to obtain real time updates on the situation of the children and their families. The MICS Plus methodology combines the strength of representative, statistically robust household surveys with the capability of reporting on a real-time basis over an extended period, by using Computer Assisted Telephone Interviewing (CATI).

Mongolia is planning to undertake two rounds of MICS Plus following the 2023 MICS7, focusing on fertility and child health themes. It will further explore the modalities for institutionalizing MICS Plus within the national statistical system.

Thus, UNICEF Mongolia seeks a national consultant to support the NSO in the management, coordination and administration of the two MICS Plus rounds.

  1. Purpose of Assignment:

The MICS Plus Survey Consultant will be responsible for supporting the NSO in the implementation of the survey and will report to both Population and Social Statistics Department of the NSO and UNICEF Mongolia Country Office (CO). The consultant will be responsible for the coordination and operationalization of the MICS Plus initiative, in collaboration with the NSO focal points, by liaising with UNICEF Headquarters (HQ)/Regional Office(RO)/CO.

  1. Scope of Work:
  • Finalize, in collaboration with the NSO and UNICEF CO, the survey tools and documentation;
  • Ensure that key decisions are implemented during the difefrent phases of survey undertaking, including designing sample, drafting questionnaire, setting up call center, developing CSPro data collection program, testing, training of interviewers, collecting data, processing, analyzing and disseminating;
  • Communicate regularly with the UNICEF CO and NSO on the implementation challenges;
  • Support the work of UNICEF MICS Consultants and other resource persons assigned by UNICEF HQ, RO and CO to support the implementation;
  • Ensure that external technical reviews by experts (i.e. Sampling Consultant, Data Processing Consultant, and Household Survey Consultant) are carried out at key survey stages and coordinate the feedback and response between the UNICEF CO/RO/HQ and NSO;
  • Train interviewers ensuring them to gain experience and fluency in making calls and using the various aspects of the digital data collection system;
  • Closely monitor and support the initial days of fieldwork for each wave of the survey
  • Process and review collected data jointly with the NSO MICS Plus team;
  • Develop tabulation programs and result tables jointly with the NSO MICS Plus team;
  • Ensure that CATI application, output and tabulation plan tables, syntaxes, datasets, documents and deliverables are properly archived throughout the survey process;
  • Ensure that all survey related documents and deliverables are properly archived throughout the survey process (for example: Survey Plan and Budget, questionnaires, manuals, sample design, training/pre-test reports, expert reports, CAPI application, output and tabulation plan tables, syntaxes, datasets, and report), dissemination materials etc.);
  • With the support of the NSO, provide technical and managerial support to the operationalization of the MICS Plus;
  • Provide daily coordination and supervisory support to the NSO MICS Plus team, including data processing consultant and data collection team during monthly data collection waves
  • Ensure that lessons learned, constraints, and good practices are documented throughout the survey process and readily shared with the UNICEF CO.
  • Manage the call center and provide deliverables for each of the round (e.g. datasets, reports on call center work etc.)
  • Provide technical support the NSO MICS Plus team during the data interpretation and dissemination meetings/workshops;
  • Provide regular updates on MICS Plus activities to the UNICEF CO, with increased frequency if needed;
  • Develop a report documenting the process of building the MICS Plus initiative, including major milestones, actual/expected products/results, lessons learned, challenges, and good practices.

Contract duration (start and end date):  from July 2025 to Dec 2025.

To qualify as an advocate for every child you will have… 

  • Qualification Requirements:

    • Master’s degree in Social Sciences, Demography, Statistics, Epidemiology or any other related technical field is required;
      • At least three to five years of experience in the coordination and/or management of quantitative household surveys (prior MICS or Demographic and Health Survey (DHS) coordination experience highly desirable);
    • Extensive experience with collecting data using CATI or similar approach;
    • Working knowledge of data capture, mobile technology, survey methodology;
    • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS);
    • Expertise in coordination, logistics and planning;
    • Training experience and ability to organize and facilitate training and presentations;
    • Experience in data analysis and survey report writing;
    • Excellent oral and written communications in Mongolian and in English;
    • Excellent communication and interpersonal skills;

         Other Competencies:

    • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organization;
    • Demonstrated leadership, managerial and supervisory ability.

The MICS Plus Survey Consultant shall respect the confidentiality of the MICS data as well as any country specific MICS documents that will be produced throughout the MICS process. The consultant can use the documents and the datasets only for the tasks related to these terms of reference.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
