I: Background:
Gavi, the Vaccine Alliance, provides critical funding to global health partners through its Partners’ Engagement Framework (PEF), enabling these organizations to support national immunization programs. Under this framework, assistance is categorized into three main areas: targeted country assistance (TCA), strategic focus areas, and foundational support. This form of technical assistance involves demand-driven capacity building consulting, and knowledge sharing, tailored to address specific challenges identified by countries. Through an annual joint appraisal process, countries articulate their needs, identify preferred implementing partners, and evaluate the quality and effectiveness of the support received.
UNICEF, together with WHO and other key stakeholders such as the World Bank, US CDC, ACDC and Civil Society Organizations, plays a central role in delivering TCA. These efforts are aligned with country-specific priorities and complement Gavi’s broader investments in vaccine delivery and health system strengthening. In Liberia, TCA has been instrumental in addressing immunization gaps, particularly in hard-to-reach populations and underperforming counties. The deployment of technical experts on the ground has enhanced capacity building, improved data use for decision-making, and supported the implementation of high-impact immunization strategies.
UNICEF Liberia is seeking to recruit a national consultant to support the Ministry of Health and key stakeholders in strengthening immunization systems and community health strategies as part of ongoing efforts to improve reproductive, maternal, newborn, child, and adolescent health (RMNCAH) outcomes. The initiative comes amid persistent challenges in achieving equitable immunization coverage, mobilizing sustainable financing, and ensuring effective policy implementation across the country’s decentralized health system. The consultant will play a critical role in developing an immunization investment case, advocacy tool kits and policy briefs, advocating for increased domestic resource allocation, and enhancing the functionality of the Parliamentary Forum for Health to champion immunization-related policies. Additionally, the consultant will lead a consultative workshop to validate investment cases and policy briefs, and develop a standardized strategy for tracking immunization defaulters to improve service delivery at the community level.
The consultant will play a vital role in advancing Liberia’s Zero Dose agenda by collaborating with the Expanded Programme on Immunization (EPI) and County Health Teams at both national and local levels to identify and reach children who have never received any vaccines. Using data-driven strategies and field-based engagement, the consultant will strengthen outreach services, improve tracking systems, and ensure immunization programs are tailored to the needs of underserved and hard-to-reach communities. Working closely with the Digital Health Consultant, s/he will support geospatial mapping of Zero Dose children and communities, utilizing digital tools to visualize coverage gaps, plan targeted interventions, and monitor progress over time—enhancing decision-making and optimizing resource allocation. In addition, the consultant will advocate for increased support by engaging lawmakers, County Superintendents, and local leaders to mobilize resources for Immunization Plus activities, presenting data on coverage gaps and program impact to encourage prioritization of funding, partnerships, and stakeholder involvement in planning and implementation. Through this dual strategy of digital innovation and strategic advocacy, the consultant will help drive equitable, sustainable immunization coverage across targeted counties.
II. Purpose of Activity/Assignment:
The purpose of this assignment is to support UNICEF Liberia and the Ministry of Health in strengthening immunization systems and community health strategies, with a focus on improving financing, policy development, and data-driven service delivery to enhance immunization outcomes across the country. This initiative aligns with Gavi’s Partners’ Engagement Framework (PEF) and the demand-driven Targeted Country Assistance (TCA) model, which emphasizes country-led identification of needs and partner accountability.
III. Scope of Work:
Under the overall guidance of the UNICEF Health Specialist, the consultant will work closely with the Ministry of Health, the Parliamentary Forum for Health, and other core partners to develop an immunization investment case aimed at mobilizing sustainable domestic resources and advocating for increased funding. This includes conducting stakeholder consultations, analyzing current immunization financing gaps, and preparing policy briefs to inform decision-making. The consultant will also organize and facilitate a consultative workshop for the review, validation, and dissemination of the investment cases and policy briefs among key stakeholders, including the Alliance/Core Partners. In addition, the consultant will support the implementation of the Community Health Policy with a focus on immunization by developing operational plans aligned with national strategies, enhancing the electronic Community-Based Information System (eCBIS) through georeferencing of communities using data collected by Community Health Assistants (CHAs), and designing a standardized immunization defaulter tracking strategy and Standard Operating Procedures (SOPs). These activities aim to improve access to essential health services, especially in hard-to-reach areas, and ensure timely follow-up of missed or defaulting immunization cases.

IV. Qualification/Experience/Competencies/Skills Required:
Education:
- Advanced degree in health related discipline (Medicine, Public Health, Community Health, Epidemiology) logistics management, supply chain, health logistics.
- Mid-Level-Management (MLM) Certificate in Immunization is a plus.
Work Experience:
- Professional/Technical Experience: At least, 5 years of professional experience related to Health System Strengthening (HSS), Immunization Program Management, Primary Health Care (PHC), and advocacy at the highest level in the Liberian health system.
- Relevant work experience in emergency response especially epidemics; experience with public health supply chain and cold chain management.
- Leadership skills, teamwork and ability to conduct trainings.
- Other skills and competencies required:
- Results-driven and excellent writing skills.
Language Proficiency:
- Fluency in English and a local dialect is essential.
VI. Working Conditions:
Home Based (XX) Office Based
The consultant is expected to use his/her own ICT equipment.

The consultant will be supervised by the Health Specialist

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
