BACKGROUND

Purpose of Activity/Assignment: 

The mission of the UNICEF evaluation function is to help drive results for children by fostering evidence- informed decision-making. Evaluation in UNICEF supports both learning and decision-making, which in turn support better results for children. The evaluation function conducts a diverse set of independent, credible and impartial corporate thematic, institutional effectiveness, humanitarian, country-led, impact and joint evaluations to ensure UNICEF uses evaluation evidence to improve outcomes for children.

Evaluation at UNICEF is a largely decentralized function with senior-level regional evaluation advisers and multi-country evaluation specialists based in the seven UNICEF regional offices, as well as dedicated country evaluation specialists and evaluation focal points in the UNICEF country offices around the world. The UNICEF Evaluation Office serves as the steward of the UNICEF evaluation function and is located at the New York headquarters. The director of evaluation provides strategic leadership to the global evaluation function at all three levels of the organization.

In 2023, the Evaluation Office (EO) launched the UNICEF Evaluation of Impact Strategy and Action Framework 2022– 2025, which sets the institutional priorities and vision for a harmonized and strategic approach to the generation and use of impact evidence at UNICEF.

As part of the effort to provide technical assistance in impact evaluation to UNICEF Country Offices (COs), the EO team has partnered with Mozambique CO to implement the impact evaluation of the Improving Child Nutrition and Building Resilience programme in Post-Cyclone Affected Areas in Sofala. The evaluation will identify the impact of programme activities on a series of nutritional and health indicators at the household, caregiver, and child levels. The quasi- experimental evaluation design builds on the primary data collected by the Mozambique Institute of Statistics and foresees the analysis of baseline and endline quantitative data through a difference-in-difference approach and one- point-in-time analysis to assess the outcomes of programme activities.

The purpose of this consultancy is to support data analysis processes within the EO and contribute to the drafting of report including preparation and formatting of statistical tables and graphs.

Scope of Work:

The scope of this consultancy will be guided by the stages of the impact evaluation implementation process and consultant’s expertise. It will broadly cover the following areas of work:

United Nations Children’s Fund

•   Cleaning and management of quantitative datasets

•   Analysis of quantitative data using rigorous econometric techniques with the aim of producing statistical tables and graphs on disaggregated indicators and outcomes of interest, under the guidance of the Evaluation Specialist

•   Drafting of sections of reports (e.g. results, discussion, literature review)

•   Support to validation and dissemination efforts through presentations to key stakeholders within and outside UNICEF, including potential conferences and journal papers.

•   Support to consultation process with UNICEF Mozambique Country Office and key stakeholders of the impact evaluation.

The duration of this assignment is 6 months between 1 July 2025 and 31 December 2025. Contractual obligations will be based on 20 days /month (part time). The location of the assignment is remote.

Under UNICEF staff guidance, the consultant will engage in activities, communications, and collaborations across different levels of UNICEF evaluation function, national and international partners, at internal and external events (as related to the scope of this assignment and at the request of the UNICEF supervisor). To this end, he/she should adhere to the UN and UNICEF norms and standards in evaluation and ethical guidelines for evidence generation. It is also expected that the consultant clearly identifies any potential ethical issues or violations if any may arise over the course of this consultancy contract.

UNICEF reserves the right to terminate this contract without notice due to unsatisfactory performance or to misconduct by the consultant, as UNICEF may determine in its absolute discretion. Payment will also cease on the day of termination.

Terms of Reference / Deliverables

Cleaning, management, and analysis of endline data from the Improving Child Nutrition and Building Resilience in Post- Cyclone Affected Areas in Sofala programme.

  • Clean dataset including indicators relevant to the analysis (e.g. FCS, HDDS, Stunting, Wasting); Statistical tables of selected indicators; Preliminary results from the analysis using agreed-upon methods; Tables and graphs reporting results - August 15, 2025

Support in the design of methodological work.  

  • Draft document describing characteristics of methodological work to be undertaken (1-2 pager). - September 30, 2025

Data analysis of ongoing impact evaluations within the EO portfolio. Validation

and sensitivity analysis.

  • Data analysis (e.g. regression analysis, descriptive statistics) results presented in statistical tables and graphs - September 30, 2025

Drafting of specific sections (e.g. results, discussion, literature review) of the final report for the Improving Child Nutrition and Building Resilience in Post- Cyclone Affected Areas in Sofala programme

Qualifications

(1) Education

•     Advance University Degree (Masters) in Economics, Social Sciences, Health sciences, Evaluation (quantitative focus)

(2) Knowledge/Expertise/Skills required:

Experience

•           Over 5 years of professional experience contributing to rigorous impact evaluations including design, data management and analysis in low-income settings.

•           Solid technical expertise in quantitative research/evaluation methods used for identifying and measuring impacts.

•           Proficiency in using statistical analysis software packages, including Stata.

•           Demonstrated knowledge of the current evidence and previous research on food security and nutrition, with experience with standard food security and nutritional indicators (e.g. FCS, HDDS, CSI, FCSI, stunting, wasting).

•           Familiarity with UNICEF programmatic mandate.

Additional competences

•           Delivering data analysis and evaluations under tight deadlines and through multi-stakeholder consultative process.

•           Excellent abilities in presenting technical information to a non-technical audience, including excellent drafting and presentation skills in English.

•           Research or technical work experience in Southern Africa, particularly Mozambique.

Language requirements

•           Proficiency in English is required.

•           Working knowledge of Portuguese is desirable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
