How can you make a difference?

The HR Associate focus is on the provision of comprehensive HR operational support to PPD by ensuring timely and consistent delivery of NYHQ-centric services in line with UNICEF’s HR policies, SOPs, and SLAs. This includes guiding staff on entitlements, travel, and benefits; processing and certifying G4; G5 visas and work permit documentation; supporting staff onboarding and mobility; and liaising with GSSC through Service Gateway. Monitors and escalates HR service requests, ensures compliance with staff rules and regulations, and contributes to data analysis to inform HR decision-making. Also supports the recruitment and placement of interns, fellows, and non-staff personnel, ensuring adherence to UNICEF’s recruitment processes.

Under the close supervision and guidance of the Human Resources Manager, the Human Resources Associate provides administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in PPD, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations.  

Operational Support and HR Transactions

Provides day-to-day operational HR support to staff within the Public Partnerships Division (PPD), ensuring timely and efficient delivery of NYHQ-based HR services in line with UNICEF’s Catalogue of Services, Standard Operating Procedures (SOPs), and Service Level Agreements (SLAs).Responds to queries from staff and administrative focal points on HR policies, procedures, and entitlements—especially those related to staff mobility, travel benefits, and contract administration—ensuring clear and accurate guidance in compliance with UNICEF’s staff rules and regulations. Reviews HR cases that may fall outside of standard policy guidelines and refers complex or sensitive matters to the assigned HR Manager/Officer, while providing initial guidance to staff based on applicable rules. Monitors the status of HR service requests submitted through corporate systems (e.g., Service Gateway), follows up on pending actions, and escalates issues to the HR Officer as required. Reviews and approves entitlement travel requests initiated by staff or administrative focal points, ensuring documentation is complete and in accordance with applicable travel policies. Prepares and certifies documentation for visa and work permit applications, including G-4 and G-5 visas and permits for eligible family members and household employees, in compliance with host country requirements and UNICEF policies. Supports new staff who are U.S. permanent residents by providing information on mandatory host government procedures such as filing for waiver of privileges and immunity and registering with U.S. Mission to the UN (USUN) and the Tax Unit. Collects and compiles HR data and metrics to support routine reporting and HR decision-making; assists in identifying trends or discrepancies in data. Contributes to the implementation of data collection tools and practices that strengthen the accuracy and quality of HR-related data. Conduct orientation sessions on HR administrative procedures and entitlements for newly onboarded PPD staff, ensuring they are informed of key policies and support mechanisms.

Recruitment and Placement

Supports the end-to-end recruitment process for interns and fellows within PPD, including posting of vacancies, screening of candidates, scheduling of interviews, and coordination of onboarding activities, in accordance with UNICEF guidelines. Provides administrative and procedural guidance on the recruitment and placement of non-staff personnel, ensuring compliance with UNICEF policies and consistent documentation of hiring actions. Performs other duties as assigned by the supervisor, contributing to effective team collaboration and the smooth functioning of HR operations.

  • Minimum requirements 
      1. Education: Secondary Education 
      2. Work Experience: At Least 6 years of relevant work experience in Administration, Human Resources, Operations , Human Resources, Recruitment, Entitlements Management, Staff Mobility, Travel Benefits, Contract Administration, Data Analysis, Onboarding, Placement, Compliance, Service Delivery. A Bachelor or equivalent (First Level University Degree) from a recognized academic institution in a field relevant to the position may replace 3 years of related work experience. A Master or equivalent (Advanced University Degree) may replace an additional 2 years.
      3. Skills: HR procedures, HR administration, UN system, Data management, Recruitment processes
      4. Language Requirements : Fluency in English is required. 
  • Desirables
      1. Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish).
      2. Skills: Multilingual, Documentation, Cultural Sensitivity, Analytical Skills, Strategic Thinking, Visa permit application
      3. Developing country work experience and/or familiarity with emergencies.
      4. Education: University Degree in Human Resources, Business Administration, Organizational Management, Clerical Work is desirable.
