For every child, the right to a safer future

UNICEF, in collaboration with BNGRC and key partners, began developing a child sensitive subnational INFORM model for Madagascar in early 2024. This model, aligned with the CCRI-DRM framework, is designed as a composite index to identify areas where children and vulnerable populations face heightened risks due to climate hazards, environmental degradation, and other shocks. It aims to inform preparedness, adaptation, and risk reduction planning at national and subnational levels.
A first draft version of the model was completed and reviewed in early 2025. This draft included an Excel-based model, preliminary indicator selection, and the integration of geospatial data layers. However, following in-depth analysis by UNICEF, BNGRC, and national stakeholders, a series of critical gaps were identified related to:
• Incomplete standardization and normalization of indicators
• Missing metadata and documentation
• Need for improved construction of exposure and vulnerability pillars
• Alignment with INFORM and CCRI methodology
In response, a detailed review document has been compiled, outlining necessary revisions. This consultancy will address these points to ensure technical robustness, usability, and institutional ownership of the model.

How can you make a difference? 

The purpose of this consultancy is to finalize and operationalize the subnational INFORM model, ensuring that it meets methodological standards and can be reliably used for child-sensitive climate and disaster risk analysis in Madagascar.
Key objectives include:
• Revising and restructuring the existing draft INFORM model to align with CCRI-DRM standards and UNICEF guidance;
• Validating revised indicators and composite indices through national consultation;
• Integrating the model into the national GeoSight platform;
• Building capacity among national institutions to independently maintain, update, and utilize the model in planning and early warning systems.
The final model will serve as a strategic tool to guide government institutions and partners in prioritizing interventions for risk-informed, child-sensitive development planning and humanitarian preparedness.
 
The international consultant will lead the development and implementation of the first version of Madagascar’s subnational CCRI-DRM assessment and interactive platform. This includes stakeholder engagement, conceptual design, data consolidation, index construction, and capacity building. The consultant will work in tandem with a
national consultant and report to the UNICEF Lead on Climate Change and Sustainability, collaborating closely with UNICEF sector focal points, other UN agencies, and government and non-government partners.

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: 

  • Advanced degree in Social Sciences, Natural Science, Anthropology, Sustainable Development, Political Science, Economics, Data Science, Statistics, Public Policy, Development, or related degree areas of work.

Work Experience: 

  • At least 5 years of relevant professional experience related to climate change and socio-economic dimensions, and 3 years of experience in quantitative data analysis.

Language Requirements: 

  • Fluency in French and English is required

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
