TERMS OF REFERENCE (TOR) SENIOR INTERNATIONAL CONSULTANT – COMMUNITY HEALTH INFORMATION SYSTEMS AND STRATEGIC DATA USE FOR HEALTH & NUTRITION (ALGERIA & TINDOUF)
Location: Algiers, Algeria (with field travel to provinces including Tindouf)
Duration: 11 months
Start Date: September 2025
Supervision: The consultant will report to the Chief of Health, with technical oversight from the Deputy Representative, and coordinate with PME, Field, and H&N leads to ensure alignment with priorities and field implementation.
PART I – STRENGTHENING COMMUNITY HEALTH INFORMATION SYSTEMS

2. Objectives
- Assess and strengthen Algeria’s community health data ecosystem to support evidence-informed decision-making and social accountability
- Design and help institutionalize data use models that empower CHWs and local health actors
- Align community health data flows with national HIS and support integration, standardization, and usability
- Build local capacity and governance systems to sustain community data use practices
- Ensure alignment with the programme’s theory of change, technical governance, and reporting requirements
3. Key Responsibilities
A. Strategic Mapping and Stakeholder Engagement
- Conduct a CHIS landscape analysis, identifying tools, data flows, user capacities, and bottlenecks
- Map CHW indicators and assess alignment with national and subnational health goals
- Facilitate co-creation workshops with CHWs, MoH, local health teams, and community actors
B. Indicator Harmonization and Systems Design
- Support on the development of a harmonized indicator set aligned with global and national standards
- Redesign reporting tools to be more user-friendly and interoperable with national HIS platforms (e.g. DHIS2)
- Recommend strategies for paper-to-digital transitions and system integration
C. Community-Level Data Use Models
- Design and pilot structured community data review meetings (monthly/quarterly)
- Develop visual tools (e.g. dashboards, scorecards, posters) adapted for low-literacy settings
- Test CHW-led analysis models and integrate peer learning platforms
D. Digital Integration and Innovation
- Assess digital readiness and propose scalable options for phased deployment
- Promote offline-enabled platforms and feedback loops within digital tools
- Explore DHIS2 integration, RapidPro, and other open-source platforms
E. Capacity Building and Institutionalization
- Design training content and sessions for CHWs and supervisors on data use
- Develop a community data governance framework
- Embed data practices in CHW training modules and supervisory systems
PART II – TECHNICAL SUPPORT TO HEALTH AND NUTRITION SYSTEMS STRENGTHENING IN SAHARAWI CAMPS

2. Technical Support to Refugee-Led Health and Nutrition Systems
As part of UNICEF’s dual engagement in national and humanitarian health systems, the consultant is expected to provide targeted technical guidance to strengthen planning, prioritization, and integration within the Sahrawi refugee health and nutrition response in Tindouf.
While the consultant may not have prior experience working specifically in the Sahrawi context, they are expected to bring strong technical expertise in maternal, newborn, child and adolescent health (MNCAH) as well as in evidence-based planning and multisectoral programme integration. These areas are essential to reinforce the strategic work being led by UNICEF’s Health and Nutrition Officer and refugee health authorities.
The consultant will not be expected to lead field operations, but rather to serve as a technical support resource, working closely with the Health & Nutrition Officer and contributing to:
- Translating data and assessments into actionable programme tools and priorities;
- Advising on the coherence and integration of health and nutrition services;
- Strengthening alignment with multisectoral components such as WASH and education;
- Supporting strategic framing of inputs for donor reporting and coordination platforms.

QUALIFICATIONS AND EXPERIENCE
- Advanced university degree (MD, MPH) in Public Health and International Health.
- Specialization in maternal, newborn, child, and community health constitute a strong asset.
- Over 8 years of professional experience in health systems strengthening, including extensive work on community health information systems (CHIS), digital tools (DHIS2, EBP, scorecards), and integrated M&E.
- Proven capacity to design, pilot, and institutionalize community-level data tools, review mechanisms, and dashboards adapted for low-resource and low-literacy contexts.
- Demonstrated leadership in multisectoral programming, including integration of nutrition, WASH, HIV, maternal and adolescent health into community and primary care platforms.
- Expert-level familiarity with UNICEF and WHO frameworks, including iCCM, IMNCI, CHW policies, EPI, and health information systems within both development and humanitarian settings.
- Fluency in French, English and Spanish or Arabic
- Strong ability to operate in multilingual, multicultural, and fragile contexts.
- Strong experience supporting national ownership and South–South collaboration, particularly through direct engagement with Ministries of Health, UNICEF COs, and regional networks.
MANAGEMENT AND WORK MODALITIES
- The consultant will report primarily to UNICEF’s Chief of Health, under the overall technical oversight of the Deputy Representative. Coordination will be ensured with the Chief of PME in Algiers, as well as the Chief Field Office and H&N Officer in Tindouf, to align with ongoing priorities and field-level implementation.
- The position is based in Algiers, with regular travel to field sites (especially Tindouf)
- A hybrid modality (in-person and remote) is acceptable, aligned with task requirements
- All mission costs will be covered in accordance with UNICEF travel policy
