Purpose of the assignment
UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. The UNICEF staff and experts/consultants should act in accordance with the UN Code of Conduct and UNICEF Mission.
The Communication Consultant will provide comprehensive support to communication and advocacy efforts, ensuring the effective implementation of UNICEF Kazakhstan’s advocacy and communication strategy. This role aims to contribute to promotion of children’s rights and issues in the public domain, strengthening political and public will, and enhancing UNICEF’s credibility and brand in Kazakhstan. The consultant will play a key role in implementing the Country Office’s communication strategy on digital platforms to promote and protect children’s rights and mobilize support for UNICEF’s mission.
The ultimate objective is to enhance UNICEF’s visibility and influence, driving support for its mission to promote and protect children’s rights with a particular focus on UNICEF’s digital presence and communication for fundraising.
Scope of Work:
1. Communication Strategy and Content Development
Ensure the timely development and dissemination of communication products and activities aligned with the country office’s communication strategy, advocacy priorities, and programme needs.
2. Digital Communication (Web and Social Media Management)
Strengthen UNICEF Kazakhstan’s digital presence and ensure content is engaging, up to date, and reflective of UNICEF’s work and values.
3. Media Relations and Outreach
Support the development of strong relationships with national media and influencers to increase visibility of children’s issues and UNICEF’s work in Kazakhstan.
4. Monitoring and Evaluation
Ensure systematic tracking of communication activities and digital performance to support evidence-based decision-making and continuous improvement.
5. Partnerships, Special Events, and Public Engagement
Support the implementation of communication for partnership and communication for fundraising activities. Under the Communication Specialist supervision organize public events to engage with youth, parents, media, digital influencers and other stakeholders.

To qualify as an advocate for every child you will have…
• Education: journalism, interactive telecommunications, PR, communication, international relations, political science.
• Experience:
- Undergraduate degree in development or communication-related field, such as journalism, interactive telecommunications, PR, communication, international relations, political science
- At least 5 years of experience preferable in the area of public relations, communication, digital communication, social media management, digital campaigns evaluation, multimedia content evaluation
- Demonstrated competency in creating and managing multimedia content for social media and website, including video and photo-editing skills, strong copywriting skills, access to special software: Adobe Photoshop; Sony Vegas, MovAvi or other video-editing platforms
- Knowledge of social media monitoring technology and knowledge on how to use social media measurement and listening tools
- Adept at using a wide range of social media platforms, including Facebook, Instagram, Youtube, TikTok, X
- Knowledge of Drupal or similar Content Management System is an asset
- Fluency in English and Russian languages (written and spoken) is a must
- Strong Kazakh-language writing skills are mandatory

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

• Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
• Individuals engaged under a consultancy contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
• The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
