PURPOSE OF THE ASSIGNMENT

In line with our commitment to upholding children’s rights and ensuring their meaningful participation in matters that affect them, we are establishing a roster of qualified specialists’ consultants to support ongoing and future child participation programming. These consultants will contribute to the design, facilitation, documentation, and communication of various activities and materials in line with child participation principles and child rights frameworks.

The purpose of this consultant roster is to engage professionals with relevant expertise who can be deployed on short-term assignments to provide technical support across a broad range of child participation work. The roster will allow for rapid mobilization of expert services in accordance with programming needs. 

DESCRIPTION OF ASSIGNMENT

The details of the specific deliverables will be outlined in a separate ToR at the time of contracting for the given assignment and may include, but are not limited to, the following functional areas:

Area 1: Facilitation & Capacity Building

 

 

Support and facilitate interactive, participatory sessions that build capacity and amplify the voices of children and adolescents, as well as strengthen adult (e.g. local/national authorities, partners, CSOs) competencies in child participation.

  1. Design and deliver child-friendly or adult-targeted workshops, consultations, or training (online/in-person).
  2. Develop facilitation materials: agendas, methodologies, session guides, handouts, PowerPoints.
  3. Draft session reports summarizing discussions, insights, and recommendations or capture children’s contributions accurately and respectfully.

 

Depending on:

-Number of sessions/workshops facilitated.

-Number and type of facilitation materials produced.

-Number of participants reached (children/adults).

-Summary reports or minutes from consultations.


Area 2: Research, Evidence Generation & Analysis

 

Provide evidence-based insights and syntheses to inform UNICEF programming and advocacy around child participation.

  1. Conduct desk reviews of past children’s consultations and reports, and other evidence across relevant thematic areas such as: education, health, mental health and psychosocial support (MHPSS), child protection, climate change, and other thematic areas where children’s voices were captured.
  2. Summarize and adapt key findings into clear, tailored messages for diverse audiences, including technical briefs for stakeholders, child-friendly materials for young audiences, and public-facing content for wider dissemination.

-Number of briefs/summaries produced (technical/child-friendly/public).

-Key insights or recommendations generated.

-Number of documents reviewed or synthesized.


Area 3: Strategic Input, Tools & Knowledge Products

Contribute to strategy development, policy dialogue, and creation of tools that enhance the enabling environment for child participation

  1. Draft concept notes, policy briefs, and strategic frameworks.
  2. Provide technical input on tools, methodologies, or policy documents.
  3. Contribute to design of monitoring and evaluation instruments.
  4. Support resource mobilization by drafting relevant proposals or donor materials.

 

Depending on:

-Number of strategic documents/inputs contributed.

-M&E tools or instruments developed or reviewed.

-Policy recommendations or implementation frameworks drafted.

Area 4: Communication, Co-Creation & Engagement

Support development and dissemination of communication materials and child participation related platforms (including U-Report), co-created with and for children and young people.

  1. Facilitate co-design sessions with children to develop content.
  2. Draft and adapt communication materials: social media posts, articles, visuals, scripts, videos.
  3. Engage with the U-Report community and support outreach and promotion activities.
  4. Monitor engagement, feedback, and reach of materials.

Depending on:

-Number of materials co-created with children (type, language, platform).

-Number of U-Report sessions/events supported.

-Reach and engagement metrics tracked.

 

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education:  Bachelors Degree in a relevant field (e.g. social and/or development sciences, social policy, sociology, social assistance, law, public administration, human rights, education, communication or other relevant specific fields.

 

  • Work Experience:
    • At least 2 years of relevant professional experience in child participation, child rights, or related areas.
    • Demonstrated experience in facilitating participatory processes with children and adolescents, including vulnerable or marginalized groups.
  • Skills:  Ability to deliver accurate translations and adapt content for different audiences.
  • Language Requirements:  Fluency in Romanian and English (written and spoken) is mandatory.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
  • Analytical thinking, ability to facilitate, consult and negotiate with a broad range of actors, including children, government and non-government partners.
  • Strong writing and synthesis skills for diverse audiences (technical, public, and child-friendly).
  • Experience in developing and adapting communication products, preferably in co-creation with children.
  • Knowledge of international child rights frameworks (CRC, UN guidelines, etc.).
  • Understanding of safeguarding principles and ethical standards when working with children.
  • Familiarity with the UN & EU agenda.
