For every child, the right to Good Health 

Jordan, through the Department of Statistics and the Ministry of Health, has been participating in the global Demographic and Health Survey (DHS) program since 1990. Eight DHS surveys have been conducted, with the most recent completed in 2023.
The DHS is a significant source of social development statistics for Jordan, covering a wide range of domains including demography, health, nutrition, access to water and sanitation, housing, and education attendance and participation. It also delves into aspects related to child well-being, such as child discipline and early childhood development. The survey's diverse set of indicators for monitoring progress toward the Sustainable Development Goals (SDGs) makes it a crucial reference source for evidence-based policymaking and program implementation in Jordan.


UNICEF has been a partner of the DHS program in Jordan since 2002, contributing to the survey's content and to the data analysis. Children represent approximately 40% of Jordan's total population, and the DHS data cover essential aspects of children's rights, from survival and development to protection. While the DHS report already provides disaggregated information by age, this exercise seeks to offer a more focused analysis and deeper insight into children's well-being by performing additional cross-tabulations of child variables of interest.

How can you make a difference? 

The consultant will work closely with the Department of Statistics (DOS) team throughout the assignment to ensure ownership of the findings and to facilitate knowledge transfer. The assignment will require the consultant to be present at the DOS premises to collaborate on data analysis, validate findings, and support capacity-building efforts (around 8-10 visits across the 3 months).
Working in collaboration with the Planning, Monitoring and Research Section and the Social Policy and Social Protection Section, the key deliverables include the following:

Inception Report:

  • A detailed work plan outlining the methodology, data sources, analytical framework, and timeline for the analysis.
  • Identification of key child-related indicators and agreement on the scope of the analysis.
  • Presentation of initial findings or insights from a preliminary data review.

Quantitative Data Analysis and Data Tabulations:

  • Comprehensive data tabulations disaggregated by gender, geographical location, nationality, wealth quintiles, refugee status, and disability. Additionally, a trend analysis to assess change over time through comparison with previous DHS editions (2017 and 2012).

A Report: Child-focused analysis of the DHS:

  • A well-structured and visually engaging report describing key findings and trends, a comparative analysis of the 2023 DHS results with the 2017 and 2012 DHS results, highlighting progress or gaps. The report should include dedicated sections of Brief summary of key findings, methodology, Demographic and Socioeconomic status, Child Survival, and Access to Health and Nutrition, Child Education, Early Childhood Development, Child Protection and Child Disciplinary Methods at home, and Child Housing and Access to WASH.
  • Contextualization of findings within the framework of the CRC, SDGs, and national development priorities, and practical, evidence-based recommendations addressing policy reforms, bridging data gaps, and guiding further research to improve monitoring of children's rights and well-being.

Capacity Development for DOS Staff on Data Analysis:

  • Capacity-building activities (workshops, hands on training, etc) for Department of Statistics staff focusing on data analysis techniques, interpretation, and practical applications.
  • Development of training materials and handouts for workshop participants.

Applications submitted without a financial proposal will not be considered.  The financial offer should be a lump sum for the whole assignment including Travel if applicable. 

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Advanced University degree in statistics, demography, social sciences, economics, social policy, social development or a related field.
  • Work Experience: At least 10 years of relevant work experience in of relevant experience in quantitative data analysis, preferably in the context of child rights, or social policy. Experience in child deprivation analysis.
    Experience working with government agencies and national statistical offices, particularly in data analysis, capacity building, or research dissemination is an asset. Experience in training and capacity building for governmental staff in area of data analysis. Strong understanding of child rights frameworks, the Convention on the Rights of the Child (CRC), and the SDGs.
  • Skills: Proven experience in analyzing large-scale household survey data (DHS, MICS, or similar). Proficiency in statistical analysis software (SPSS and STATA) for data cleaning, tabulation, and advanced analysis. Excellent report writing skills with a demonstrated ability to present complex data in a clear and accessible manner 
    Strong communication, coordination, and facilitation skills, with the ability to work collaboratively with stakeholders, including government counterparts.
  • Language Requirements: Fluency in English is required. Knowledge of Arabic is an asset.

It is expected that the consultant will make visits to DOS. International and Local travel, and airport transfers (where applicable) will be under responsibility of the consultant in accordance with UNICEF’s rules and tariffs. All travel costs (international and local) should be planned properly in the technical proposal and included in the financial proposal. Please note that if selected, the contract can be a supporting document to obtain entry visa (if necessary). UNICEF will be unable to secure travel visas. Flight costs will be covered at economy class rate as per UNICEF policies.
