The Primary purpose of this activity/Assignment is to support the framing, writing and editing for publication of the qualitative research being undertaken by Together for Girls and ESRF to gain a greater understanding of factors that contributed to a change in children's experiences of violence in Tanzania between 2009 and 2024

In 2009, the Government of Tanzania under the then Ministry of Community Development, Gender and Children led the implementation of a National Violence Against Children and Youth Survey (VACS) in both Mainland Tanzania and Zanzibar, with support from UNICEF, Catapult/Chime for Change, and the United States Centers for Disease Control and Prevention (CDC). The research was guided by a Multi-Sector Task Force and the survey findings were shared in the 2011 Tanzania VACS report. The 2011 VACS report was followed by a one-year plan 2012-2013 and a costed three-year National Plan of Action to Prevent and Respond to Violence Against Children 2013-2016. Following consolidation of eight different action plans addressing Violence Against Women and Children (VAWC), a five-year plan called the National Plan of Action to End Violence Against Women and Children (NPA-VAWC 2017/18 – 2021/22) was developed to create a single comprehensive plan to eradicate violence against women and children in the country. In 2024, the Government of Tanzania undertook a second VACS in both the Mainland Tanzania and Zanzibar, which will inform the mid-term review of the NPA-VAWC II. To support the process of understanding the VACS 2024 findings, TfG will work with a Tanzanian research partner, ESRFto undertake a qualitative research that will examine the key factors that contributed to the changes in Tanzanian children's experiences of violence between 2009 (VACS I) and 2024 (VACS II). This research will 1) build upon UNICEF’s situational analysis and complete a desk review of relevant policies and programs that may have contributed to changes in the prevalence between the two VACS; 2) conduct interviews with VAC/VAW stakeholders (including government representatives), civil society organizations, regional organizations, multilateral organizations, and coalitions, and bilateral and philanthropic partners/funders which have been identified through the UNICEF situation analysis and other relevant sources. The individual consultant hired under the UNICEF contract will provide support to strengthen the Situation Analysis, which will be the basis of the Desk Review; support the development and use of a qualitative research framework; and provide support to edit and write up the final report of the qualitative study that Together for Girls will lead using separate funding arrangements. |

To qualify as an advocate for every child you will have…
Minimum requirements:
- Education: Advanced university degree in social work, sociology, international relations, development studies, law, child psychology or relevant field OR
-
A bachelor’s degree in lieu of an advanced degree with a minimum of 7 years of relevant work experience
- Work Experience:
- A minimum of five years of professional experience in conducting research and assessments, preferably in the field of child protection with a specific focus on violence against children.
- Previous experience in supporting similar assessments for established development organisations, particularly the UN and other multi-national agencies
- Experience compiling and analysing documents and data for research purposes.
- Skills: Excellent communication and interpersonal skills to engage with various stakeholders.
- Language Requirements: Fluency in written and spoken English
Desirables:
- Knowledge of Kiswahili will be an advantage
