The UNICEF Mozambique Country Office operates in one of the organisation’s most challenging environments, where protracted humanitarian needs, rapid-onset emergencies and ambitious development programmes converge. To ensure every dollar entrusted to us translates into tangible results for children, the office relies on a disciplined governance architecture anchored in strong financial management, sound internal controls and proactive risk management.

Within this framework, the newly established Risk & Compliance Unit serves as the center of excellence for safeguarding resources and strengthening office integrity. Its mandate is to drive a culture of risk-informed decision-making, articulate and monitor the office’s risk appetite, and maintain zero tolerance for fraud and misuse of funds. The Senior Admin & Finance Officer (Audit & Compliance) is a key member of this unit.

Reporting Risk and Compliance Manager, the incumbent will champion robust assurance practices, spanning audit readiness, compliance monitoring, fraud prevention and corrective-action tracking, while providing strategic advice that enables programme teams to deliver results swiftly, responsibly and transparently. By embedding rigorous controls and clear accountability across all business processes, the role will contribute to the Risk and Compliance Unit effort to position UNICEF Mozambique as a trusted steward of donor resources and a model for operational excellence in complex contexts.

How can you make a difference? 

The Senior Administrative & Finance Associate GS-7 supports the Risk & Compliance Unit by carrying out routine audit, assurance and compliance tasks that safeguard the accuracy of financial data and the integrity of internal controls. Working under the guidance of a P-4 supervisor and in coordination with Implementing Partners Management team, the incumbent verifies documentation, assists in sampling and follow-up for spot checks, and prepares schedules and evidence packages for internal and external audits.

Drawing on a solid understanding of UNICEF’s regulatory framework, the postholder identifies control gaps or process bottlenecks and puts forward practical suggestions to strengthen compliance and simplify workflows, enabling faster turnaround times while maintaining the office’s high standards of accountability.

Minimum requirements:

Education

Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.

Work Experience

At least 6 years of relevant work experience in finance, budgeting and administrative support to programme management in the development sector is required for the position.  * Please note that three (3) years of experience and two (2) years of experience may be substituted for candidates holding a bachelor’s and master’s degree respectively.

Language Requirements: Fluency in English and Portuguese is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Otherwise, the selection will be canceled.
