Purpose of Activity/Assignment
The first month of life (the neonatal period) is the most vulnerable time for child survival. The risk of death is highest in the first week of life. The Vision 2030 Program is addressing this challenge by strengthening systems in perinatal centers nationwide—modernizing processes and equipment and building health-worker capacity.
As part of Vision 2030, two implementation streams are prioritized: i) routine, timely and action-oriented Perinatal Death Audit/Perinatal Death Surveillance and Response (PDA/PDSR), including use of the BABIES Matrix; and safe, routine use of Non-Pneumatic Anti-Shock Garments (NASG) for management of postpartum haemorrhage in perinatal centers.
In line with these priorities, UNICEF Uzbekistan seeks a qualified National Consultant, working under the guidance of the Health and Nutrition Specialist, to support implementation across perinatal centers. The Consultant will:
- Digitalize & standardize PDA: stabilize electronic PDA forms and a basic dashboard, build user capacity, and complete preparatory work for future dMed integration.
- Institutionalize NASG nationwide: facilitate revision of the national clinical haemorrhage protocol to include NASG and secure endorsement via an MoH decree/order on NASG implementation and distribution; ensure reporting forms on NASG use are embedded in the revised protocol/order and, where feasible, integrated into existing medical records; define national indicators for NASG reporting and concise audit recommendations to analyse NASG use in PPH management; organize and conduct a national ToT and cascade trainings with ongoing methodological support; ensure facility readiness (availability, basic maintenance/use-and-care), deliver user orientation and on-the-job mentoring on indications, correct application/removal and documentation; establish utilization/outcome tracking within routine records and facilitate presentation of pilot/early implementation results at national and, where feasible, international levels.
- Build capacity and support rollout: conduct orientations and bedside/on-the-job coaching for audit teams, clinicians and data users; develop quick guides/job aids; and provide responsive user support to improve completeness, timeliness and accuracy of entries;
- Maintain monitoring and reporting: track use of the PDA electronic platform (including integration progress and data quality), NASG availability and correct use, and agreed indicators; convene brief data reviews as needed; and provide concise monthly updates and a final technical report and handover package (tools, SOPs/templates, unified data dictionary/mappings, integration documentation, dashboards, and recommendations).
Since the assignment suggests the activity under V2030 program, it is expected that the Consultant will support UNICEF in data collection, data aggregation and data analysis of the following indicators:
Percentage of survival of low-birthweight newborns in 227 perinatal centres (%)
a) 500-1500 gr – 85%
b) 1500-2500 gr – 95%
Percentage of perinatal deaths audited – 70%
Number of health providers in UN-supported perinatal care facilities have increased capacity to provide transparent quality of care, counselling and support to pregnant women and neonates:
a) perinatal care workers – 15,000
Number of Neonates, Women, and Adolescents Benefited from UN Supported High-Quality Inclusive RMNCAH Services in 227 Perinatal Centers

TOTAL: 116 days
Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
Payment of professional fees is made against approved deliverables and monthly workplans. Monthly payments will be made upon submission of a monthly report and invoice. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Minimum requirements:
- Education: Master’s degree in public health, medicine, paediatrics, or health policy/management; PhD preferred.
- Work Experience: Minimum 10 years of progressively responsible experience in national MNCH/perinatal programme implementation and monitoring;
Demonstrated experience implementing and institutionalizing Perinatal Death Audit / PDSR;
Proven experience delivering capacity-building and supportive supervision under RMNCAH programmes;
Practical knowledge of UNICEF health programmes and relevant UN policies/procedures; - Skills: Strong skills in facilitation, coordination, and stakeholder engagement;
- Language Requirements: Proficient Russian, Uzbek, and English.
