Purpose of Activity/Assignment:
UNICEF works in some of the world’s most challenging environments to reach the most vulnerable and disadvantaged children - to save their lives, defend their rights, and help them realize their full potential. With operations in over 190 countries and territories, UNICEF leads efforts to improve child health, education, protection, and development, guided by the principles of the Convention on the Rights of the Child and the core commitment to equity and inclusion.

Globally, and in Uzbekistan, UNICEF’s health and development agenda is centered on ensuring that every child survives and thrives, especially during the critical early years of life. Health inequities, particularly those affecting newborns and mothers, are a persistent challenge. The burden of preventable maternal and neonatal mortality remains unacceptably high in many countries, including Uzbekistan, despite overall health system improvements. Addressing these disparities requires a focused, coordinated, and data-driven approach across all levels of care.

In this context, UNICEF is leading a major inter-agency initiative in Uzbekistan, joint UN programme titled: “Every Mother and Child Survives and Thrives: Reducing Preventable Maternal and Newborn Deaths in 227 Perinatal Centres of Uzbekistan” (Maternal and Neonatal Health Programme). This programme is funded by the ISHONCH Fund (also known as the Uzbekistan Vision 2030 Fund). It is implemented in partnership with the Ministry of Health, the World Health Organization (WHO), and the United Nations Population Fund (UNFPA). The programme officially launched in September 2023 and will continue through March 2026.

As the convening agency, UNICEF provides leadership in overall programme coordination, strategic planning, and results monitoring. The programme aims to strengthen the national healthcare system’s ability to deliver high-quality maternal and newborn care across all 227 perinatal centres in the country. It also supports health system reforms aligned with the Sustainable Development Goals (SDGs) and Uzbekistan’s national development priorities.

To support knowledge management and documentation efforts of the Child Health and Development Section, including the Maternal and Neonatal Health Programme, UNICEF seeks to engage a National Knowledge Management Support Consultant who will support the systematic documentation, organization, and dissemination of knowledge. The consultant will be supporting with capturing evidence, lessons learned, and best practices, developing user-friendly knowledge products, including case studies, human interest stories and reports.

Scope of Work:
Under the supervision of the Chief of Health, the consultant will deliver the following outputs:

Output / Deliverable Days:

1. Prepared consolidated annual and quarterly workplans with MoH & PUNOs - 14 days
• Integrated government and partner inputs into unified workplans
• Produced aligned quarterly timelines, milestones, and activity schedules
• Shared finalized planning package with MoH, UNICEF, and PUNO focal points 

2. Prepared concept notes for new health initiatives (e.g., HCWM, solarization, equipment maintenance) - 10 days
• Drafted two detailed concept notes with objectives, budget estimates, and implementation pathways
• Validated concepts with MoH technical teams
• Submitted final versions for UNICEF review and circulation 

3. Validated participant and training datasets (2023–2026) ensuring 100% completeness - 16 days
• Cleaned and validated training records from MoH, WHO, UNFPA, and partners
• Verified missing fields (gender, positions, institutions, regions)
• Submitted final dataset for use in annual reporting and evaluation annexes 

4. Drafted and finalized Annual and Narrative Programme Reports with validated annexes - 18 days
• Drafted annual and final narrative reports consolidating inputs from UNICEF, MoH, and PUNOs
• Ensured alignment with results framework and logframe indicators
• Included validated annexes: training summaries, monitoring data, photo logs 

5. Prepared donor updates, briefing notes, and progress presentations for circulation - 14 days
• Prepared three donor updates and briefing notes highlighting key results and challenges
• Drafted PowerPoint presentation for steering committee/donor meetings
• Cleared updates shared with UNICEF senior management and partners 

6. Coordinated evaluation field visits, ERG meetings, MoH interviews, and provided data to evaluators - 20 days
• Organized logistics for evaluation field missions
• Coordinated MoH and partner interviews (scheduling, documentation)
• Shared programme documentation (reports, case studies, photos) with evaluators
• Supported ERG meeting preparation and reporting 

7. Facilitated evaluation findings review meetings and drafted management response - 10 days
• Organized stakeholder meeting to validate preliminary evaluation findings
• Collected feedback from MoH and UN partners
• Drafted evaluation management response matrix with agreed follow-up actions 

8. Organized and updated shared Google Drive (2023–2026) with archived reports and accessible partner folders - 16 days
• Cleaned and archived outdated drafts from 2023–2025
• Ensured correct partner access permissions
• Created new 2026 folder structure (monitoring, reporting, evaluation, training)
• Uploaded validated final reports and trackers 

9. Produced knowledge briefs and lessons-learned notes for partners and stakeholders - 20 days
• Prepared 3 case studies on perinatal death audit, neonatal care and procurement (or other topics selected by health section)
• Prepared 3 human interest stories related to the health section portfolio 

Travel: Local travel is not foreseen for this consultancy assignment. However, in the event that duty travel becomes necessary for the fulfilment of the assignment, all related travel expenses will be covered by UNICEF in accordance with its applicable travel policies and procedures.

Minimum requirements:

Education:

  • Master’s degree in public health, Social Sciences, International Development, Monitoring & Evaluation, or a related field.

Work Experience: 

  • At least 5 years of professional experience in programme management, monitoring & evaluation, or reporting with UN agencies, government, or international organizations.
  • Programme planning and coordination with government and multi-agency stakeholders.
  • Knowledge management, including digital documentation systems (e.g., Google Drive, shared repositories) and information archiving.
  • Strong organizational and time management skills, with the ability to deliver outputs within tight deadlines.
  • High level of independence, adaptability, and problem-solving capacity.
  • Demonstrated ability to manage sensitive programme information and maintain confidentiality.

Skills (optional):

  • Strong understanding of results-based management and logical frameworks.
  • Proficiency in data validation, analysis, and visualization for programme monitoring.
  • Excellent drafting and report-writing skills, with experience in donor-facing communications.
  • Strong facilitation skills for inter-agency and stakeholder meetings.
  • Familiarity with capacity-building and training participant tracking systems.

Language Requirements:

  • Fluency in English, Uzbek and Russian (oral and written) required.
