Consultancy Title: Web publishing of 2026 HAC Appeals

BACKGROUND

Purpose of Activity/Assignment: 

The purpose of this consultancy is to ensure the smooth, timely, and accurate web publishing and management of the 2026 Humanitarian Action for Children (HAC) appeals and related revisions in preparation for the Global HAC launch in December 2025, and throughout the 2026 cycle. The consultant will be responsible for end-to-end management of publishing approximately 45 standalone appeals, including updating infographics, live web pages, and static PDFs, creating live pages for new 2026 appeals, archiving previous year’s content, and updating the UNICEF HAC webpage components such as visuals, introductions, and navigational elements. Additionally, the consultant will support publishing of the revised HAC appeals throughout 2026 for an estimated 30 appeals as humanitarian requirements and interagency plans evolve, ensuring the UNICEF HAC webpage remains updated effectively.

Scope of Work:

The scope of work involves a comprehensive range of technical and editorial publishing tasks to support the 2026 HAC appeal process. This includes publishing both new and revised 2026 appeals in a live web environment, updating infographics, main site content, and downloadable PDFs, and creating and configuring new appeal pages. It also covers archiving previous cycle content, adjusting webpage structure and visual elements, and linking to overview documents and media from launch events. The role entails managing global support content in real time and responding to multiple revision cycles based on evolving humanitarian needs. 

Terms of Reference / Deliverables

1.       HAC 2026 – manage the web publishing services of the 2026 appeals in preparation for the HAC launch - 12 December 2025.

•     Publish around 45 standalone 2026 appeals (the total number of appeals is still an estimate, pending final approval from senior management). This task includes updating the infographics in Infogram, updating the content on the individual country/region HAC live pages and publishing the PDFs. This also includes creating new HAC live pages for the appeals that are new in the HAC 2026 cycle.

•     Archive all the 2025 standalone appeals under the page.

•     Update the HAC website, including main photo, introduction content, accordion with the list of appeal and links to relevant individual pages, link to the HAC Overview document page and the recording video of the global launch.

•     Produce/publish the global support live page.          

  • The HAC website is updated with all the HAC 2026-related content, including around 45 standalone appeals, global support and HAC Overview, on time for the global HAC launch on December 12th, 2025.

2.       HAC 2026 revision – manage the web publishing services of the 2026 revised and new appeals (From January 15 and throughout 2026).

Publish around 30 revisions of standalone 2026 appeals (the number of revisions is an estimate and varies year to year depending on the interagency planning processes and changing humanitarian needs), and any new appeal if applicable. This includes updating the infographics in Infogram, updating the content on the HAC live pages, and publishing the pdfs.

  • The 2026 appeals revisions and new appeals created after the HAC global launch are published on the HAC website on a rolling basis throughout 2026.

Qualifications

(1) Education

•     Specialization in web design and publication, data visualization and graphic design

•     Have work experience with international organizations, ideally in roles focused on digital publishing, content strategy, or web communications supporting large-scale humanitarian or development initiatives

•     Language – English

(2) Knowledge/Expertise/Skills required:

Web development and design, content creation, web publications, strong editorial capabilities, digital publishing proficiency, data visualization, graphic design, document management, real-time content updates.

Requirements: 

Completed profile in UNICEF's e-Recruitment system and

  • Upload copy of academic credentials
  • Financial proposal that will include/ reflect :
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
