Scope of Work
While UNICEF, in collaboration with MOPSE, engaged the expertise of Cambridge University Press and Assessment as an institutional consultancy to support this work, it also requires additional independent expertise from an International Consultant to:
- Undertake a structural review of the current context, and develop an associated roadmap, to guide work on Curriculum Reform and Reform of the National Assessment System;
- Develop, in collaboration with the Government of Uzbekistan, clear quality criteria for the appraisal of work undertaken on Curriculum Reform, and Reform of the National Assessment System; and
- Maintain Quality Assurance of the Curriculum Reform, and Reform of the National Assessment System, as undertaken by the Ministry with support from an institutional consultancy supplier, in accordance with the aforementioned quality criteria and developed methodology.
Objective:
- Ensure that work conducted by appointed institutional consultancy (Cambridge University Press and Assessment) on Curriculum Reform, and Reform of the National Assessment System is informed by a structural review of the current context, and an associated roadmap, to allow for workflow, and the development of resources, which are appropriate to the national context, and associated needs;
- Develop a set of quality criteria jointly with government officials, to ensure work on Curriculum Reform, and Reform of the National Assessment System is aligned with international good practice; and
- Apply the quality criteria consistently to ensure work developed by the Ministry of Preschool and School Education, in collaboration with an institutional consultancy supplier, is of a high standard of quality, and aligned with international good practice.
Management and reporting
Under the overall guidance of the Chief of Education, the consultant will directly report to, and work under, the direct supervision of UNICEF Education Specialist (Quality and Inclusive Education) on activities related to Curriculum and Education Specialist (System Strengthening) related to Learning Assessment. The consultant will provide monthly and quarterly reports consolidating the deliverables in the table below. The UNICEF Uzbekistan Specialists are the main focal points and liaison between the consultant, UNICEF and its partners. All outputs of this TOR are subject to the review of the UNICEF Education Specialists on relevant areas.

1.3. Review of Schedule of curriculum content and associated educational standards for all subjects
1.4. Review of Workshop Content
1.5. Review of post-workshop reports outlining the outcomes from the workshop and recommended next steps to inform the redevelopment process.

Review of feedback provided in Weekly online meetings between the subject/phase-specific curriculum developers and the consultants’ subject/phase-specific specialists in each subject - Report on initial round of Weekly Meetings; within 2 months of contract signing, 7.5 wd - 5% of Contract Value
1.7. Review of Draft Revised National Curriculum Framework (NCF). Visit to Tashkent - Review of Draft Revised National Curriculum Framework; within 2 months of contract signing, 15 wd - 10% of Contract Value
1.8. Review of written reports giving feedback from the international mapping and review of the pre-primary curriculum and 25 subject-specific curricula for Grades 1 to 1 - Recommendations on international mapping and review; within 3 months of contract signing, 7.5 wd - 5% of Contract Value
1.9. Review of Final Draft Revised National Curriculum Framework (NCF) - Review of Final Draft Revised National Curriculum Framework;
within 5 months of contract signing - 10% of Contract Value
1.10. Quality Assurance of Final review and verification of final drafts of the pre-primary and 25 subject-specific curricula for Grades 1 to 11. Visit to Tashkent - Feedback on Quality Assurance of Final Review and Verification; within 6 months of contract signing, 15 wd - 5% of Contract Value
1.11. Review of Validated Revised National Curriculum Framework (NCF) - Review of Final Validated Revised National Curriculum Framework; within 9 months of contract signing, 7.5 wd - 5% of Contract Value
1.12. Review of Feedback Provided in Weekly online meetings between the SOW and TG developers and the consultants - Feedback on Weekly Meetings, Schemes of Work, and Teacher Guides; within 11 months of contract signing, 7.5 wd - 5% of Contract Value

2. Technical support and oversight of assessment reform
2.1. Review of Inception report with methodology and annotated structure of the framework for a learning assessment system reform.

2.7. Review of Guidelines for specialists on the development of standardized assessments

2.10. Review Report on field testing and Final tools and guidelines. Visit to Tashkent - Final Report on Field Testing, Tools, Consolidated Monthly Reporting, and In-Country Activities - within 11 months of contract signing, 7.5 wd - 5% of Contract Value
2.11. Review Monthly Progress Reports
TOTAL: 150 w.d.
According to UNICEF policy, the final fees will be set up based on the “best value for money” principle. A total of one hundred fifty (150) working days are allocated for accomplishment of all tasks and deliverables within the period of September 2025 to end of December 2026. Payment will be made upon satisfactory completion of the assignment and provision of reports of accomplished tasks and deliverables approved by the supervisor.
The candidates are requested to submit their financial offer consisting of a fee for the services to be provided and calculation of estimated travel expenses based on the UNICEF rules and regulations. The Consultant will receive direct payment in his/her indicated bank account.
Travel International - At least 5 trips to Tashkent.

Minimum requirements:
- Education: Post-graduate degree in social sciences preferably in one of the specialized fields of education or a related field
- Work Experience:
- Understanding of, and experience in curriculum development and assessment reform.
- Experience in the region, with experience of similar work in Uzbekistan or Central Asia preferred
- Proven experience in quality assurance and oversight of educational reforms
- Knowledge of international best practices in competency-based education and assessment systems.
- Experience working with government ministries and international organizations
- Language Requirements: English is fluent
