El objetivo de la consultoría es fortalecer el mecanismo de monitoreo programático y los mecanismos de coordinación binacional del programa de protección infantil en el marco de la respuesta humanitaria dirigida a niñas, niños, adolescentes y familias en situación de movilidad humana en tránsito entre Bolivia y Chile, con especial atención a los puntos y rutas de mayor flujo como Pisiga, Desaguadero, Oruro y El Alto.
La consultoría contribuirá a asegurar una respuesta basada en evidencia, centrada en la niñez y alineada con los estándares de Accountability to Affected Populations (AAP), la política de Prevención de la Explotación y Abuso Sexual (PSEA), así como los principios de salvaguarda y el enfoque de No Hacer Daño, considerando la complejidad del contexto humanitario caracterizado por dinámicas de movilidad irregular, restricciones en el tránsito, y tensiones o conflictos sociales que pueden agudizar la situación de vulnerabilidad de niñas, niños, adolescentes y familias migrantes.
La consultoría brindará asistencia técnica especializada para mejorar la calidad, coherencia y uso de la información del mecanismo de monitoreo del programa de protección infantil, asegurando el seguimiento efectivo de indicadores de resultados, productos y cobertura de las intervenciones implementadas por los socios ejecutores de UNICEF en terreno.
