Purpose of Activity/Assignment:
UNICEF has been supporting the Ministry of Pre-school and School Education (MOPSE) in the integration of digital technology with a focus on inclusive and quality education. Within the framework of ISHONCH 2030 Project, UNICEF has launched the field testing of portable digital devices and learning solutions in 50 model schools across the country in order to inform national transition towards digital transformation. As a result of the first phase of project implementation an education technology integration framework was developed in partnership with the Government. The framework takes into consideration four different scenarios, enabling the categorization of schools based on level of digital readiness and leadership.
 
Within this context, in collaboration with the UNICEF Global Learning Innovation Hub, UNICEF and MOPSE have initiated the localization of internationally recognized digital learning solutions to be modeled in 50 project schools supporting learning outcomes of students and improvement of teachers practices, including: Eduten as the first AI-based math platform available to students; and TeacherPro, as best practice of teacher professional development platform facilitating in-classroom teacher professional development and exchanges (https://teacherspro.com/en). Localization of these new digital tools began in June 2025, including translation and contextualization against national curriculum, with school modeling and piloting expected to continue during the 2025–2026 academic year in all 50 project schools.
 
To support implementation of interventions the capacity building plan is designed around a set of targeted competencies that teachers and school leaders need in order to leverage the provided ICT resources and Artificial Intelligence (AI) approach. Competences to be built from foundational digital skills up to advanced pedagogical integration.
 
In partnership with UNICEF Global Learning Innovation Hub, UNICEF Uzbekistan is focusing on ensuring delivery of planned capacity development interventions for the effective use of digital learning at classroom level. This activity will directly inform the development of a nation-wide AI framework on the effective and safe use of AI into the classroom and ensure expansion of AI readiness among teachers at national level.
 
Overall Objectives
Provide technical support to build national capacity for integrating AI and ICT into teaching and learning, ensuring the optimal use of school-based digital learning solutions being deployed in Public Education, in line with the developed Education Technology Integration Framework.
 
Scope of Work:
UNICEF’s Education section requires the International consultant to provide technical support to MOPSE and UNICEF in the following:
  • Review the existing foundational Artificial Intelligence (AI) and ICT training content developed by the Ministry of Digital Technologies (MDT).
  • Review and adapt to the local context existing curriculum and training materials from UNICEF’s Global Learning Innovation Hub Superstar Teacher Toolbox ( https://www.unicef.org/digitaleducation/media/1051/file/Unicef_Superstar-Teacher-Toolbox_Digital-Pedagogy.pdf.pdf and https://global.learningpassport.org/#/course/659/item/9037) to build teachers training program for developping their capacity for pedagogical integration of AI and ICT, focusing on practical classroom applications aligned with the SAMR model and UNESCO digital competency framework.
  • Develop training modules for school and regional leaders to enhance their understanding of AI and ICT’s role in improving teaching and learning, change management, and inclusive practices.
  • Train the trainers from the MOPSE who will train the teachers and school leaders.
  • Support the MOPSE and UNICEF in defining and building a community of practice and AI and ICT integration mentoring program.
 
Duration of assignment: 15 October 2025 – 31 March 2026

1. Inception phase - Inception report with gap analysis and workplan - October 2025, 10 w.d. (17%)
 
1) Comprehensive review of available training packages and programmes on foundational and AI and ICT integration in pedagogy 
2) Identification of gaps in the existing materials (safety, security, classroom devices management, accessibility, inclusion) with recommendations for strengthening teacher training content and integration as part of AI readiness framework in education to be developed by national partners.
3) Development of a workplan based on the findings of the initial analysis with timelines and milestones
 
2. Draft Teacher Training Curriculum and Materials - Facilitator guides, participant workbooks, slide decks, sample lesson plans, classroom scenarios, and exercises - November 2025, 20 w.d. (33%)
 
4) Review and adapt to the local context existing curriculum and training materials from UNICEF’s Global Learning Innovation Hub Superstar Teacher Toolbox and Learning passport. Training modules covering:
  • Planning teaching with digital technologies and implementation of digital pedagogy, including AI readiness.
  • classroom technology integration (leveraging the interactive whiteboards, projectors, audio, laptops, school servers and digital content, etc. to be deployed);
  • digital classroom management (leveraging NetSupport School);
  • collaborative and project-based learning.
  • assessment with technology (quizzes, e-portfolios, response systems);
  • teachers’ wellbeing; community engagement.
  • teaching with AI.
3. Draft Leadership Training Curriculum and Materials - Leadership manuals, case studies, planning templates, monitoring tools, and facilitator guides - December 2025, 10 w.d. (17%)
 
5) Training modules for school and regional leaders covering AI and ICT planning, change management, monitoring AI and ICT integration, and inclusive/gender-responsive digital practices, as well as mentoring, AI for productivity, and school safety

4. Validation Workshop and Report - Report summarizing stakeholder feedback and adjustments to training materials - January 2026, 5 w.d. (8%)
 
6) Delivery of a multi-stakeholder validation workshop with MDT, MoPSE, Avloni Institute, UNICEF, teachers, and leaders

5. Final Training Package and train the trainer sessions - Final training package for teachers and leaders with all materials and annexes - February- March 2026, 5 w.d. (8%)
 
7) Finalize, ready-to-roll-out training package for teachers and leaders
8) Consolidate facilitator and participant materials (print/digital)
9) Annex with sample lesson plans, model classroom case studies, and integration examples aligned with SAMR
10) Train trainers from the regions on the developed training programs - Final report - March 2026, 10 w.d. (17%)

TOTAL: 60 w.d.

Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please submit a professional fee (in USD) based on 60 working days to undertake this assignment, without travel fees as this will be reimbursed as and when they take place.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
 
International travel is applicable - 2 trips to Uzbekistan.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Advanced Degree on Information and communication technology or any other relevant fields
  • Work Experience: 
    • Minimum of 10 years of professional working experience in education digital transformation, development of pedagogical integration of ICT in teaching and learning capacity building programs, education innovation.
    • Proven experience in supporting technology integration in education and utilization of digital learning tools.
  • Language Requirements: Fluency in English is required. Knowledge of another official UN language (Russian) or a local language is an asset
