How can you make a difference? 

Under the supervision of the Programme Specialist for the Climate Change, the consultant will support the implementation of the KOICA-funded Climate Action for the Last Mile project, contribute to the development of the Climate-Smart Social Services and Infrastructure (C3SI) programme under the Green Climate Fund (GCF) pipeline, and assist in exploring other funding opportunities also provide cross-sectoral support to UNICEF’s climate and resilience agenda, ensuring that climate risks, adaptation strategies, and financing opportunities are well-integrated across Health, Education, Nutrition, WASH, Child Protection, and Social Policy programming.

WORK ASSIGNMENT:

1.  Review existing climate-related data for the development of the Children’s Climate Risk Index (CCRI) and support finalization of AARC report

  • Support the preparation of Annual financial and technical reports, and compile progress updates from each sector
  • Continue compilation of geospatial data to inform site prioritization (Lautem and Viqueque)
  • Provide support for 2026 Annual Work Plan
  • Track and analyze national climate change policies, such as the NDC and NAP, to help mainstream child-responsive climate policies and actions into these framework
  • Tacking the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
  • Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
  • Support GCF concept note/proposal development
  • Facilitate and document consultations with NDA, ministries, and communities for GCF project development

2. Prepare a lessons-learned brief and checklist for 2026 implementation

  • Support finalization of 2026 Annual Work Plan
  • Review existing climate information systems and databases in Timor-Leste to strengthen the inclusion of child-sensitive preparedness within social services
  • Draft list of project site, selection rationale and geographic targeting for both KOICA and GCF project
  • Track and analyze national climate change policies, such as the NDC and NAP, to help mainstream child-responsive climate policies and actions into these framework
  • Tacking the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
  • Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points
  • Support compilation of national evidence, policies, and baseline data for GCF proposal
  • Facilitate and document consultations with NDA, ministries, and communities for GCF project development.

3. Support 2026 climate resilient infrastructure activities - Lautem (review ToR, calling for bids, requesting for expression of interest, and partnership finalization etc.)

  • Track and analyze national climate change policies, such as the NDC and NAP, to help mainstream child-responsive climate policies and actions into these framework
  • Support TLCO focal points in facilitating consultations with relevant national stakeholders to obtain approvals for infrastructure-related activities
  • Prepare monthly report on the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office
  • Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
  • Support GCF concept note/proposal development
  • Facilitate and document consultations with NDA, ministries, and communities for GCF project development.

4. Support 2026 climate resilient infrastructure activities – Viqueque (review ToR, calling for bids, requesting for expression of interest, and partnership finalization etc.)

  • Prepare monthly report on the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office
  • Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
  • Support GCF concept note/proposal development
  • Facilitate and document consultations with NDA, ministries, and communities for GCF project development.

5. Provide technical support on awareness raising and behavior change in Climate Smart Social Services

  • Prepare monthly report on the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
  • Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
  • Support GCF concept note/proposal development
  • Facilitate and document consultations with NDA, ministries, and communities for GCF project development

6. Support donor field mission planning (develop briefing kits, logistics plan, and field visit agendas, translation and arrange community consultation)

  • Prepare monthly report on the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
  • Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
  • Support GCF concept note/proposal development
  • Facilitate and document consultations with NDA, ministries, and communities for GCF project development.

7.  Support the preparation of Biannual financial and technical reports, and compile progress updates from each sector

  • Prepare monthly report on the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
  • Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points
  • Support GCF concept note/proposal development
  • Facilitate and document consultations with NDA, ministries, and communities.

8. Support field mission planning (develop briefing kits, logistics plan, and field visit agendas, translation and arrange community consultation)

  • Prepare monthly report on the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
  • Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points
  • Support GCF concept note/proposal development
  • Facilitate and document consultations with NDA, ministries, and communities for GCF project development.

TOR

To qualify as an advocate for every child you will have… 

  • A Bachelor’s degree in Climate Studies, Environmental Science, Social Science, or related fields. Advanced degree is a strong asset
  • Minimum of five (5) years of progressively responsible experience in the development, coordination, or implementation of climate change-related projects, particularly those involving climate finance institutions such as the Green Climate Fund (GCF) or similar mechanisms.
  • Demonstrated experience in Climate Information and Early Warning Systems (CIEWS), climate data management, or climate vulnerability assessments, national climate change policies (such as the NDC and NAP) are a strong asset.
  • Proven experience working with government institutions, international development organizations, or NGOs in Timor-Leste, particularly in areas related to climate change, disaster risk reduction, or environmental policy.
  • Strong interpersonal and communication skills, with the ability to effectively liaise and collaborate with a wide range of stakeholders, including government counterparts, donors, and technical experts
  • Excellent written and verbal communication skills in English, with the ability to prepare clear and concise reports, technical briefs, and presentations.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and experience managing project-related documentation, timelines, and reporting tools

This position is primarily intended for nationals. However, international applicants currently residing in Timor-Leste with a valid visa and work permit are also eligible to apply.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
