BACKGROUND

Purpose of Activity/ Assignment:

To support the design, dissemination and roll out of global public goods related to nutrition administrative data including the DHIS2 Nutrition packages and related guidance on nutrition information systems

Scope of Work:

The use of routine monitoring systems for the collection, analysis and use of nutrition data to make decisions that improve maternal and child nutrition has increased momentum over the past several years and is ever more critical with the cessation of the DHS program leaving gaps in survey data across a large number of countries. UNICEF has set up the foundation to have standardized nutrition administrative data by developing several global public goods including the first ever Nutrition Aggregate Package for DHIS2 supported by a USAID grant.

The deliverables in this Terms of Reference will support UNICEF in the update, dissemination and roll out of the Nutrition Aggregate Package for DHIS2 including documenting learnings from reviewing country applications.

- Final draft list of indicators and reference sheets based on summary of feedback from TEAM advisors and key stakeholders

2.  Country review meetings to gain insights for scale up. This deliverable will involve dialoguing with countries on their processes and choices to update nutrition indicators to ensure global materials and tools developed to support scale up are efficient and useful

- Consultation with EC-NIS countries to share findings and learn why some indicators are not included while disseminating DHIS2 recommendations to UNICEF country offices and governments

- Report summarizing comments and insights, with recommendations on dissemination materials and processes.

- Peer-review article drafted

3. Finalizing standard materials to support trainings and roll out of DHIS2.This deliverable will support the finalization of materials to facilitate the rollout of DHIS2 in a standard and systematic way

- Review and draft 2 sections of standard materials for the rollout of the DHIS2 Nutrition Module including the dissemination plan, generic training materials and adaptation guide.

- Review and draft 2 sections of DHIS2 related guidance to be included in the consolidated monitoring guide

4. Development of training materials on specific topics

Some materials will be developed in collaboration with UiO and others will be developed in collaboration with technical staff and partners

Qualifications

Education: Advance University degree (Masters) in Nutrition, Epidemiology, Public Health, Monitoring and Evaluation, Health Information Systems, Data Science, or a relevant field

Knowledge/Expertise/Skills required *:

  • At least 8 years of professional work experience related to nutrition programming, monitoring and administrative data for nutrition or related technical fields
  • Previous experience in the development of guidance and training materials related to monitoring would be an asset;
  • Experience working with and consulting country counterparts including national governments;
  • Previous experience in delivering presentations and training to country counterparts would be an asset
  • Ability to take initiative and work independently
  • Excellent communication and writing skills
  • Fluency in English is required. Knowledge of one other UN working language an advantage
  • Strong organizational, planning, and analytical skills
  • Experience coordinating multiple partners

Requirements:

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
