BACKGROUND

Purpose of Activity/Assignment:

UNICEF Belarus is transitioning to a new country programme. To achieve the desired results, the Country Office must strengthen its ability to mobilize additional resources from both public and private donors. As part of this effort, the office is enhancing its resource mobilization strategy by implementing comprehensive measures to ensure effective fundraising.

One key initiative is a capacity-building programme aimed at strengthening project development skills among staff. To support this, the office is seeking a qualified Project Development Trainer to deliver a two-day training session, including practical guidance.

Objective of the Consultancy: The consultancy aims to enhance participants' capacity to plan and design development projects effectively. The training will focus on key areas such as proposal writing, logical frameworks, theory of change, monitoring and evaluation, and budgeting.

Scope of Work:

The consultant will be responsible for:

  • Developing a tailored training curriculum on project proposal development
  • Facilitating interactive training sessions ( virtual)
  • Covering key topics such as:
    • Project cycle management
    • Problem Identification and objectives.
    • Theory of change
    • Logical framework approach
    • Proposal writing techniques
    • Monitoring and evaluation.
  • Provide training materials and handouts.

Qualifications

Education:

  • Bachelor’s degree (or higher) in International relations, Programme Management, International Development, or a related field.

Work experience/Knowledge/Expertise/Skills required:

  • A minimum of eight years of relevant professional work experience in project design and development.
  • Good understanding of logical framework approaches.
  • Expertise in designing logframes, indicators and results-based frameworks.
  • Prior experience and hands on knowledge on how to develop effective training for adult learners.
  • Fluency in English
  • Knowledge of the Russian language is an added advantage
  • Experience of working in the UN system.
  • Prior knowledge and expertise in UNICEF sectors- Health, WASH, ECD, Child protection etc

Competencies:

  • Effective communication skills
  • Strong organizational skills to meet deadlines and manage multiple tasks
  • Proficiency in tools like Zoom, learning platforms, Power point.
  • Ability to break down complex concepts and guide problem-solving
  • Ability to build rapport and work effectively with diverse groups

    • Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.
    • Include travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Consultants are responsible for arranging their own transportation arrangements. UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor.
    • Include any other costs: health insurance, payment of an incidental expenditure (such as bank charges, insurances, etc.) and living costs as applicable.
  • Indicate your availability.
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
