For every child, the right to a voice 

Under the supervision and guidance of the Chief of Communications & Advocacy, the Communication Specialist (Advocacy & Supporter Engagement) is accountable for designing, coordinating, implementing, monitoring and evaluating advocacy and non-financial supporter engagement strategies to achieve positive outcomes for children and young people. The incumbent will lead on integrated campaigns across communications/programmes/fundraising teams and will oversee the design and implementation of public campaigns, youth engagement, and influencer engagement strategies and plans, in support of UNICEF Indonesia’s advocacy and programmatic priorities. Contract duration is for 1 year. 

How can you make a difference? 

The incumbent will be responsible for the following key end results: 
 
1. Advocacy strategy/ies development: 
• Provide technical support and facilitate consultations for developing robust advocacy strategies, especially for office-wide advocacy priorities, with SMART outcomes, clear milestones, compelling calls to action, and a clear theory of change. 
• Coordinate and convene office-wide prioritization exercises and strategy development discussions and consolidate the inputs in the form of well-articulated strategies. 
• Lead on the drafting of office-wide advocacy strategies, by convening all the necessary discussions with programme and field teams, soliciting inputs, and continuing to update the strategies as priorities and situations evolve.
• Collect insights and conduct research on political, economic and cultural trends from a wide range of sources and identify potential advocacy opportunities and challenges. 
• Consult programme teams and external sources as necessary to support the conducting of stakeholder analyses and power mappings. 
• Propose new approaches and innovative ideas as part of the strategy development process.
 
2. Advocacy strategy implementation: 
• Coordinate the implementation of advocacy strategies and plans, working across teams to deliver a range of advocacy tactics, such as developing advocacy campaigns and communication products, producing advocacy narratives and evidence-based key messages, shaping creative activations to drive public engagement, working with various stakeholders and supporters.
 
3. Campaign design and implementation: 
• Design and implement public advocacy campaigns, with clear success KPIs based on the agreed office-wide advocacy strategies, including cross-sectoral integrated campaigns which bring together the communication, fundraising and programme teams.
• Coordinate the implementation of the advocacy campaigns, working closely with all internal stakeholders involved, through effective and active leadership, convening and coordination. 
• For the integrated campaigns, convene and coordinate cross-sectoral working teams from programme, Communications and fundraising sections to ensure smooth co-creation and timely and effective implementation of the integrated campaigns.
• Design and coordinate the implementation of effective supporter and partner engagement plans as part of the advocacy campaigns. 
 
4. Advocacy and campaign M&E: 
• Establish baselines; indicators and targets against which results are regularly monitored; analyze the effectiveness of the strategy, approach and activities; and drive the production and dissemination of M&E results related to the campaigns and office-wide advocacy initiatives on a regular basis.
 
5. Non-financial supporter engagement 
• Lead the design and implementation of a non-financial supporter engagement vision and plan as part of the office-wide advocacy priorities and flagship campaigns, including identifying individual supporter categories and approaches for engaging them, with advocacy calls to action. Identify recruitment and retention approaches for these supporters and establish effective modalities for long-term communication and engagement. Discuss with PFP team potential cross-over with financial calls to action, if appropriate. 
 
6. Youth engagement 
• Oversee, guide and support the development and implementation of youth engagement strategy for UNICEF Indonesia and associated workplans and activities, in alignment with the office’s advocacy and programmatic priorities and campaign goals. 
 
7. Influencer engagement
• Lead on the development and implementation of influencer engagement strategy for UNICEF Indonesia and associated workplans and activities. 
• Lead the establishment and nurturing of partnerships with celebrities in various areas including entertainment, sports and the arts, as well as key opinion leaders in different disciplines related to children’s rights. 
• Ensure effective management of long-term UNICEF high-profile supporters including the National Ambassadors and UNICEF Champions.
 
8. Project and budget management: 
• Convene and coordinate inclusive project teams featuring a variety of advocacy, programme, fundraising and communication professionals to deliver strategic advocacy and communication initiatives—especially around the integrated and cross-sectoral campaigns. 
• Manage day-to-day delivery of key projects and workstreams, reviewing work plans to ensure progress and delivery while addressing obstacles and bottlenecks. 
• Ensure effectiveness and transparent use of budget and resources.
• Ensure the effective management of individual and institutional contractors to ensure timely delivery of quality campaigns and outputs. 
 
9. Advocacy and communication capacity building: 
• Contribute to building internal UNICEF capacities in advocacy, through coaching, training and sharing of expertise.
 
10. Management and leadership
• Supervise, support and effectively guide and nurture team members reporting to this position, who are responsible for delivering on specific portfolios including staff members/UNVs/consultants.
• Act as OIC to the Communication Section Chief when necessary, overseeing the section’s affairs and responsibilities. 
• Undertake other key responsibilities as required.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: An Advanced University degree in Public Policy, Political Science, International Relations, International Development, Public Administration, Economics, Communication or other relevant fields.  
  • Experience: A minimum of 5 (five) years of progressively responsible and relevant professional work experience in advocacy/ campaigning and communications.
  • Language Requirements: Fluency in Bahasa Indonesia and English.

 

Desirables:

- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts
- Proven experience in designing and delivering integrated, cross sectoral advocacy strategies that cut across policy and public advocacy approaches
- Experience leading and convening multi-stakeholder cross-functional co creation processes for strategy development and action plans
- Experience designing strategies for non financial supporter engagement, including designing and implementing systems for recruitment, retention, segmentation, and long term engagement pathways.
- Experience gathering and synthesizing contextual insights – including political and economic - to identify advocacy opportunities.
- Ability to develop robust narratives and effective advocacy materials in support of advocacy goals
- Experience designing M&E frameworks for advocacy initiatives and campaigns
- Experience managing flagship organizational projects, including planning, timely implementation, risk management, and results tracking.
- Demonstrated experience in managing, supervising and nurturing teams
- Highly collaborative with both internal and external stakeholders, with demonstrated ability to bring people together and fostering alignment.
