How can you make a difference? 

The selected consultants will work closely with UNICEF Romania’s Social Policy team. When necessary, close collaboration and interaction with state institutions and Civil Society Organizations will be required. The consultants may also be requested to work closely with development partners and humanitarian agencies, including the World Bank, United Nations agencies, and other national or international organizations.

Anticipated deliverables are described below in a generic form, and the specific deliverables will be outlined in separate ToRs for future assignments depending on the required scope of work.

Description

Area 1: Public Finance for Children

 

Deliverables:

Report on policy, legal or institutional framework analysis

Report on budget review and cost estimation analysis

 Report on capacity building for national counterparts 

Modified budgeting frameworks, at national and sub-national levels

Report on leveraging IFIs resources for child related programmes

The scope implies technical support for and close collaboration with national stakeholders – government institutions both at national and sub-national levels, International Finance Institutions, UN agencies and Civil Society Organizations and covers the following tasks:

  • Undertaking evidence generation and data analysis in public finance area
  • Undertaking cost estimation analyses for plans, policies, strategies, and other public documents relevant for child rights
  • Undertaking policy, strategy, and legislation analyses regarding public finance in Romania   
  • Undertaking budget analyses, at national, sector and sub-national level and presenting the results to key stakeholders
  • Undertaking financial assessments, cost analyses in social sectors and value for money analyses to support improved financing for child related services, including investment cases on selected topics 
  • Developing tools and methodologies related to public finance for children and child-focused public expenditure measurement
  • Organizing and facilitating training sessions for national counterparts on public finance for children  
  • Supporting the Ministry of Finance in the implementation of spending reviews in various sectors
  • Preparing policy briefs, reports, communication materials and other analytical and briefing documents to support advocacy on local governance and public finance for children 
  • Supporting UNICEF in leveraging IFIs’ financing for child related programmes

Area 2: Social Protection

 

Deliverables:

Report on policy, legal or institutional framework analysis

Report on social protection system effectiveness analysis  

 Modified legal and policy frameworks, and operational procedures

Report on capacity building for national counterparts 

The scope implies technical support for and close collaboration with national stakeholders – government institutions both at national and sub-national levels, UN agencies and Civil Society Organizations and covers the following tasks:

  • Undertaking evidence generation in social protection area and contributing to social protection data analyses related to child poverty and social exclusion
  • Providing support in data collection processes and in strengthening the management information systems (MIS) in social protection
  • Undertaking policy, strategy, and legislation analysis, especially on social assistance benefits and social services
  • Contributing to strengthening the responsiveness of the national social protection system to shocks
  • Preparing training materials and delivering training sessions to national and local counterparts on social protection system strengthening, including on sock-responsive social protection
  • Preparing policy briefs, reports, communication materials and other analytical and briefing documents to support advocacy on social protection of children

Area 3: Local governance  

 

Deliverables:

Report on policy, legal or institutional framework analysis

Report on technical support to local governments  

 Modified policy frameworks and operational procedures at the national and local levels

Report on capacity building for national and local level counterparts

 

The scope implies technical support for and close collaboration with sub-national and national level authorities, UN agencies and Civil Society Organizations and covers the following tasks:

  • Undertaking evidence generation and data analyses in local governance area
  • Undertaking policy, strategy, and legislation analyses regarding local governance in Romania especially on the roles and responsibilities on service provision for children 
  • Supporting local authorities in sustaining the approaches on participatory planning, budgeting and monitoring at the local level
  • Supporting local authorities in resource mobilization for child related programmes and action plans
  • Supporting the development of advocacy interventions to promote and implement local governance for children’s agenda at national level
  • Organizing and facilitating training sessions for national counterparts on local governance for children  

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Master's degree in public policies, social assistance, political science, sociology, public administration or related field

 

  • Work Experience:

For the area of public finance for children:

  • Minimum 3 years of experience related to:
    • public finance management and/or
    • costing policy documents, preferably in social sectors and/or
    • budget reviews and in presenting the results to stakeholders and/or
    • research/studies, data collection and analyses related to public finance management
  • Previous experience in planning, implementation, monitoring, or evaluation of EU-funded programmes and projects
  • Computer skills, including Internet navigation and various office applications
  • Strong project management skills, including the ability to oversee multiple initiatives
  • Familiarity with the UN & EU agenda
  • Familiarity with child rights framework and UNICEF's mandate and programs is an advantage
  • Analytical thinking and strategic planning skills, ability to facilitate, consult and negotiate with a broad range of government and non-government partners
  • Fluency in Romanian and/or in English

 

For the area of social protection:

  • Minimum 3 years of experience related to:
    • technical assistance on social protection system strengthening at the national and/or local levels and/or
    • social protection in emergency situations
    • undertaking research/studies, data collection and analyses in social protection area
  • Computer skills, including Internet navigation and various office applications
  • Strong project management skills, including the ability to oversee multiple initiatives
  • Familiarity with the UN & EU agenda
  • Familiarity with child rights framework and UNICEF's mandate and programs is an advantage
  • Analytical thinking and strategic planning skills, ability to facilitate, consult and negotiate with a broad range of government and non-government partners
  • Fluency in Romanian and/or in English

 

For the area of local governance:

  • Minimum 3 years of experience related to:
    • supporting sub-national public authorities in developing and implementing policies and measures for improved public services and/or
    • supporting sub-national public authorities in resource mobilization for improved public services and/or
    • supporting sub-national authorities in monitoring social sector policy and programme implementation and/or
    • undertaking research/studies, data collection and analyses related to local governance 
  • Computer skills, including Internet navigation and various office applications
  • Strong project management skills, including the ability to oversee multiple initiatives
  • Familiarity with the UN & EU agenda
  • Familiarity with child rights framework and UNICEF's mandate and programs is an advantage
  • Analytical thinking and strategic planning skills, ability to facilitate, consult and negotiate with a broad range of government and non-government partners
  • Fluency in Romanian and/or in English
