How can you make a difference? 

The selected professionals will be responsible for supporting UNICEF in evidence generation processes, policy and legal analyses, policy advocacy, policy and programme planning, implementation, and monitoring to support quality inclusive education in Romania. They will be called to work in the following areas:  

  1. Early childhood education and care (ECEC)
  2. Pre-university education
  3. Skills development
  4. Parenting
  5. Education in emergencies
  6. Digital transformation in education and use of AI

The selected professionals will work closely with UNICEF Romania’s Education Team. When necessary, in-country travel and interaction with state institutions and NGOs may be required. Collaboration with state institutions implies working together with the Ministry of Education and Research and other national level institutions as well as the county and local governments.

The consultant may also be requested to work closely with development partners and humanitarian agencies, including the EU, United Nations agencies and other international organizations.

The details of the specific deliverables will be outlined in a separate ToR at the time of contracting for the given assignment and may include, but are not limited to, the following functional scope of work:

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Bachelor's degree in  education, social sciences, public administration or other related areas is required.
  • Work Experience: At least 2 years of relevant work experience in implementing and/or managing strengthening processes designed for education systems at local/national/international level.
  • Language Requirements: Fluency in English and Romanian is required.

Desirables:

  • Established experience in networking teacher education institutions, and implementing and maintaining communities of practice at national, regional and international level.
  • Demonstrated experience setting up programmes for teacher education, teacher well-being and professional development and providing recommendations to education authorities, teachers` professional bodies/organizations and schools.
  • Experience in undertaking research/studies, through desk review and/or data collection and comprehensive analyses in education both at policy level and empirical and mixed method studies at school level (e.g., inclusive education, digitalization in education, social and emotional learning in schools, parental support, teaching practices, etc.).
  • Experience in working at education policy level nationally and/ or internationally.
  • Experience in engaging with governments, international organizations, and civil society entities in advocacy efforts and education policy advice.
  • Familiarity with the UN & EU agenda and /or relevant experience in UN system or in an international organization or institution
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF.
