How can you make a difference? 

Mongolia has a comprehensive social protection (SP) system with wide coverage, including universal child benefits and pensions. These programmes have been critical in reducing poverty and strengthening resilience against shocks. However, the integration of gender considerations into SP policies and programmes remains limited. Developing a deeper understanding of gender-related impacts and systematically implementing gender-responsive measures could greatly enhance the effectiveness and equity of the Mongolia’s social protection provisions, including through better alignment of policies and budgets with gender-responsive goals.  

There are currently important developments in Mongolia’s social protection landscape:        (1) the revision of the Social Welfare Law, which affects the future design of social assistance program; (2) the drafting of a new Law on Family Support, as part of the Policy Reforms in the Ministry of Family, Labor and Social Protection. (3) Regional Targeted Development Programs. This provides a critical window of opportunity to ensure that these legislative and regulatory reforms lead to a technically sound, child friendly/sensitive and more gender-responsive social protection system in Mongolia.

UNICEF, under the programme “Empowering Girls and Women Through Social Protection in Southeast Asia”, will conduct a Gender Review of Mongolia’s Social Protection System (Nov 2025 – April 2026). The exercise will build on the Regional Landscape Mapping of Gender Responsive Social Protection (GRSP) in East Asia and Pacific (UNICEF, 2025).

The evidence generated will directly inform:

  • Revision of the Social Welfare Law and drafting of the Family Support Law;
  • Integration of gender perspectives into SP budgets, policies and programme design;
  • Long-term strengthening of the inclusiveness, equity and shock-responsiveness of Mongolia’s social protection system.
  1. Purpose of Assignment:

The National Consultant will support the Gender Review of Mongolia’s Social Protection system and supporting the strengthening the social protection systems reform initiatives by:

  • Leading in-country data collection and field research (desk review, KIIs, FGDs, administrative/budget data gathering);
  • Drafting background notes and Mongolian-language summaries of findings for use in the Gender Review Report;
  • Providing context-specific insights on institutions, political economy, and local practices;
  • Supporting advocacy and consultation processes at national and subnational levels;
  • Contribute to the design and delivery of relevant training, awareness building and advocacy packages on social protection and GRSP and validation workshops;
  • Support the programming and design of the inclusiveness, equity and shock-responsiveness of Mongolia’s social protection system.
  • Develop technical recommendations on accelerating the social protection systems reform initiatives and regulatory frameworks including the local government social protection programs.
  • Supporting UNICEF Mongolia Country Office (CO) in strengthening internal and partner capacity on GRSP.
  1. Scope of Work:

The consultancy will contribute to two interconnected objectives: (a) conducting the Gender Responsive Social Protection (GRSP) Review in Mongolia, and (b) supporting the ongoing social protection systems reform initiatives to integrate gender-responsive, inclusive, and shock-responsive measures.

The National Consultant will carry out the following tasks under the technical guidance of the International Consultant and the supervision of Social Policy Chief of UNICEF Mongolia:

(1). Inception and Preparation

  • Conduct a desk review of relevant Mongolian laws, policies, and programmes related to social protection and gender equality.
  • Prepare an inception summary outlining the research plan, data sources, and adaptation of international GRSP tools for the Mongolian context (e.g., translation of instruments, contextualization of FGD/KII guides).
  • Support logistical arrangements for fieldwork and stakeholder mapping.

(2) Data Collection and Analysis

  • Gather and review administrative and budget data from key ministries (MFLSP, MOF, NSO) and select subnational governments.
  • Conduct Key Informant Interviews (KIIs) with government officials, CSOs, development partners, parliamentarians, and women’s groups.
  • Facilitate Focus Group Discussions (FGDs) with diverse beneficiary groups (women, men, adolescents, single mothers, persons with disabilities) to understand gendered experiences and barriers.
  • Analyze and summarize data using the GRSP indicator framework and Political Economy Analysis (PEA) lens.
  • Document findings on gender responsiveness and gaps in SP policy design, financing, and implementation.

(3) Synthesis and Technical inputs

  • Prepare Mongolian-language background notes and summaries of key findings for inclusion in the Gender Review Report.
  • Contribute to the drafting of a technical note on legal and policy reforms from a Mongolian perspective.
  • Provide written analytical inputs and visual data summaries for inclusion in the final report.
  • Develop the roadmap on institutionalizing the Shock-responsive mechanisms.

(4). Capacity Building and Consultation

  • Support the organization and facilitation of training, advocacy sessions, and validation workshops on gender-responsive social protection.
  • Translate and adapt communication and awareness materials (e.g., briefs, short videos, visuals, online training platform contents, brochures).
  • Provide on-the-job capacity-building support to UNICEF and partners on data systems and integration (e.g., e-Halamj).

(5) Finalization

  • Submit a final activity report summarizing methods, results, lessons learned, and recommendations for institutionalizing GRSP approaches and strengthening the SP programming in Mongolia.

Contract duration: 5 months

Type of engagement: Home based 

Project Management: The National Consultant will work under the day-to-day supervision of the Chief of Social Policy, UNICEF Mongolia, and in close coordination with the International Consultant. UNICEF EAPRO’s Social Policy and Gender teams will provide additional technical guidance.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Advanced degree in social sciences, public policy, social protection, or related field.
  • Minimum 7 years of experience in social protection, gender, or poverty analysis in Mongolia.
  • Proven experience conducting field-level research, FGDs, and stakeholder consultations.
  • Familiarity with national data systems (e-Halamj, e-Daatgal, NSO surveys).
  • Strong knowledge of Mongolian social protection policies and institutional frameworks.
  • Excellent verbal and written communication skills in Mongolian and English
