For every child, the right to health and healthcare
UNICEF’s Vaccine Centre (VC) has played a central role in coordinating vaccine access and deployment during the mpox outbreak, in collaboration with WHO, Gavi, Africa CDC, and other partners. The response has generated a wealth of operational experience, data, and tools that now need to be consolidated into a structured knowledge management (KM) system.
To ensure institutional readiness for future outbreaks of novel pathogens, UNICEF seeks to build on the mpox experience by developing standardized tools, templates, and repositories for use in future outbreak vaccine responses. This includes strengthening the architecture for knowledge sharing, establishing streamlined workflows, and ensuring interoperability with UNICEF’s internal systems and partner frameworks (e.g., WHO, Africa CDC, Gavi).
To strengthen and streamline UNICEF SD’s outbreak response capacity by developing, consolidating, and institutionalizing tools, templates, and processes developed for the mpox outbreak response related to vaccines, and by translating lessons learned into practical guidance and operational resources for future outbreaks of novel pathogens.
Consultancy scope of work
Under the supervision of the Senior Manager Polio/HEPI Unit, Vaccine Centre, the consultant will contribute to strengthen and streamline UNICEF SD’s outbreak response capacity by developing, consolidating, and institutionalizing tools, templates, and processes developed for the mpox outbreak response related to vaccines, and by translating lessons learned into practical guidance and operational resources for future outbreaks of novel pathogens. In addition, the consultant is expected to provide support with ongoing mpox tendering for establishing the global mpox stockpile and development of relevant Gavi program infrastructure.
The consultancy aims to:
- Develop a comprehensive knowledge management framework consolidating all mpox vaccine response tools and resources in a structured manner
- Develop standardized operational templates, SOPs, trackers, dashboards, manuals, guidelines and principles for future outbreak responses, building on the mpox vaccine response
- Institutionalize the templates by disseminating the knowledge management framework with other teams in UNICEF VC
- Support with global mpox stockpile establishment, review of the tender requirements, evaluation and assessment of the offers, support development of Gavi mpox program
- Propose a list of strategic and operational elements that will require further inter-agency alignment for future implementation (e.g. donation guardrails, positions on redeployment)
Expected results include:
- A cohesive, accessible repository of tools, templates, and KM products for outbreak response of novel pathogens under an Access and Allocation Mechanism infrastructure
- Simplified, integrated operational databases (e.g., supply, lead time, supply matching)
- Standardized templates and manuals for early-stage outbreak setup (e.g., “First 30 Days” operational manual)
- Strengthened alignment between UNICEF divisions and partners for knowledge and process continuity
- Finalized tender for mpox stockpile
How can you make a difference?
The consultant will be responsible for ensuring that the following deliverables are achieved:
1. Knowledge Management Framework Development
- Map existing Mpox tools, trackers, templates, and guidance documents.
- Consolidate and standardize key KM resources into a structured repository (e.g., SharePoint or similar).
- Develop a “Strategic Reference Library” and operational manuals (e.g., First 30 Days Manual), embedded into a structured template folder structure to be used in an outbreak response

2. Tool and Template Optimization
- Refine and simplify operational databases based on lessons learned (e.g., supply tracker, lead time tracker, CPP dashboard).
- Develop user manuals and integration guides for these tools.
- Standardize templates for country dossiers, allocation rounds, supply matching, and regulatory communication, and re-deployment.
- Ensure interoperability between KM tools and UNICEF’s internal outbreak coordination systems.

3. Process Review and Documentation
- Document and analyze key mpox response workflows (e.g., vaccine supply matching, shipment, partner coordination)
- Capture lessons learned and translate them into SOPs for future outbreak activation for novel pathogens
- Prepare guidance documents illustrating roles, responsibilities, and hand-offs
- Draft an “Operational manual for the first 30 days”

4. Procurement and tender support
- Review and assessment of offers
- Prepare evaluation report and finalize tender for mpox global stockpile

5. Completion of work products
- Finalized MPOX KM repository with structured folder hierarchy and access management
- Guidance notes for each folder and step by step manual on workflow
- Set of standardized templates for supply matching, deployment, regulatory approvals, mandatory shipment documentation, umbrella letters and country acceptance
- Updated database and dashboard prototypes, with user guides and manuals
- Process maps and SOPs covering key coordination and decision points
- Lessons learned summarizing mppox response insights and recommendations for future use.

Minimum requirements:
- Education:
University Degree in business administration, finance, procurement or any other related field. - Work Experience:
Minimum 5 years of experience in procurement, data systems, or health emergency coordination.
Experience with global health organizations (e.g., UNICEF, WHO, Gavi) preferred. - Skills:
Demonstrated ability to structure and streamline complex datasets and workflows.
Strong writing and documentation skills in English. - Language Requirements:
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
