Purpose of Activity/Assignment

The Refugee Response Office (RRO) in Poland was established in March 2022 by the invitation by the Government of Poland to support the care and protection of refugee children and families fleeing the war in Ukraine. Between 2022 and 2025, UNICEF’s Refugee Response Office in Poland reached approximately one million refugee children, their caregivers, as well as children from host communities with essential education, protection, and health services.

As the RRO approaches the completion of its programme implementation in 2026, its focus is on ensuring the long-term sustainability of services, supporting the inclusion of refugee children and adolescents into national systems, and completing all transition, documentation, and knowledge‑management requirements. In this context, UNICEF RRO in Poland is seeking a national consultant to support the partnership and communication section.

Scope of Work:

Under the supervision of the Public Partnership Specialist, the consultant will provide time-bound technical support to the Partnerships and Communication Section during the transition and closure phase of the Refugee Response Office (RRO). The assignment will focus on producing structured partnership documentation, event technical packages, communication outputs, and knowledge management products.

The Refugee Response office will engage a national consultant to contribute to the following output areas:

  • Partnership Documentation and Coordination Outputs
  • Event Technical Preparation and Operational Documentation
  • Communication and Knowledge Management

Partnership Documentation and Coordination Outputs:

  • Development of partner engagement briefing notes and follow-up summaries.
  • Consolidation of meeting documentation into structured summary packages.
  • Preparation of stakeholder mapping (government, donors, and civil society partners covering 2022–2026) programming period.

Event Technical Preparation and Operational Documentation:

  • Preparation of main partnership event concept notes, stakeholder lists, and draft agendas.
  • Technical support for partnership closure events, including agenda drafting and ppt visuals.
  • Supporting documentation and lessons/takeaways form relevant meetings.

Communication and Knowledge Management:

  • Development of partnership summary briefs and brochures for dissemination to key stakeholders.
  • Consolidation and indexing of the RRO documentation library (digital archive).
  • Structuring and finalization of SharePoint handover materials on partnerships
  • Preparation of a final transition and knowledge transfer report summarizing key partnership achievements and lessons learned.

  • 1 final integrated event documentation file consolidating communication activities and reporting materials are ready.

  • 1 summary brief (maximum three pages) capturing key highlights and visibility moments of the partnership and communication section suitable for internal knowledge retention and future reference.

  • 1 narrative report related to documentation completeness checklist confirming that partnership- and communication-related files, including financial summaries and supporting documentation, have been organized and archived in preparation for office closure.

Consultant's Work Place and Official Travel

The consultancy will be home-based or office-based in Warsaw, with limited in-country travel within Poland (up to five days), subject to programme needs.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Advanced degree in business administration or social sciences (such as sociology, political science, international relations, journalism, and development studies), or related fields relevant for the assignment. Master's degree is an advantage.
  • A minimum of 4 years relevant professional experience at national or international level , in roles involving business administration and/or finance, stakeholders engagement program coordination, development analysis, or related fields.
  • Communication skills in both English and Polish (spoken and written); excellent drafting, formulation, reporting skills; planning and summarizing skills
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including government agencies and government authorities at different levels, civil society organisations organizations, private sector, UN agencies and Diplomatic Missions
  • Ability to work under pressure and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, PowerPoint among others), email, and internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Commitment to UNICEF’s core values, demonstrated self-awareness, ethical conduct, and sensitivity to diversity.

Desirables:

  • Experience working in the UN or other international development organization;
  • Knowledge of Ukrainian is an advantage.
