Background:
UNICEF Uzbekistan, in close collaboration with the Ministry of Preschool and School Education (MOPSE), has completed infrastructure renovation and accessibility upgrades in fifty (50) model schools under the Vision 2030 - Empowering Education in Uzbekistan: Leveraging ICT and Digital Learning for High-Quality and Inclusive Education.
The completed works aimed to improve accessibility, safety, and learning environments in line with inclusive education standards and universal design principles. The programme also included delivery of equipment and assets such as solar panels, furniture, ICT equipment and inclusive learning devices.
To ensure quality assurance during the warranty period, verify compliance with approved designs and Bills of Quantities (BoQs), support formal acceptance with government counterparts, and contribute to the development of national inclusive infrastructure standards, UNICEF seeks to engage a National Consultant.
Scope of Work:
Under the supervision of the Programme Officer (Supply Chain), the consultant will:
- Conduct post-construction technical inspections of completed schools to verify construction quality and workmanship.
- Validate compliance with approved designs, BoQs, and inclusive infrastructure standards (ramps, corridors, doors, toilets, tactile tiles, handwashing facilities, etc.).
- Monitor quality during the warranty/defects liability period, including follow-up inspections and confirmation of rectification of identified deficiencies.
- Identify defects or deviations and prepare snag lists with corrective action recommendations.
- Review contractor as-built documentation and completion certificates.
- Support UNICEF in coordination, technical agreement, and formal acceptance of 50 schools with relevant government authorities, including participation in joint inspections and handover processes.
- Inspect and verify goods transferred to schools, including but not limited to solar panel systems, furniture, inclusive equipment, and other infrastructure-related assets, confirming quantities, installation quality, and compliance with specifications.
- Prepare consolidated technical assessment reports for all schools visited.
- Provide technical inputs, lessons learned, and field-based recommendations to support the development of new national inclusive infrastructure standards.
- Perform other technical tasks as requested by the supervisor.
Performance indicators for evaluation of results:
The performance of work will be evaluated based on the following indicators:
- Timely submission of deliverables
- Technical accuracy and completeness of reports
- Quality of recommendations
- Compliance with UNICEF standards and timelines
Work Assignments Overview - Deliverables/Outputs - Timeline/Days
1. Post - construction technical inspection and compliance verification (50 schools) - 30 days
Individual technical inspection reports for each school, documenting:
- Overall condition of completed renovation works
- Compliance with approved designs and Bills of Quantities (BoQs)
- Assessment of workmanship and construction quality
- Photographic evidence (before/after where applicable)
- Identification of defects, incomplete works, or deviations
- Practical recommendations for corrective actions
2. Inclusive Infrastructure Compliance Checklists - 20 days
Completed standard checklists for each school confirming compliance with inclusive infrastructure requirements, including but not limited to:
- Accessible ramps and entrances
- Corridor widths and barrier-free circulation
- Door widths and thresholds
- Accessible toilets and handwashing facilities
- Tactile floor tiles
- Accessibility to learning and common areas
The checklist will clearly indicate compliant / noncompliant items and required improvements
3. Snag listing and validation of corrective actions - 15 days
Detailed snag lists per school identifying:
- Construction defects
- Incomplete work
- Non-compliance with specifications
4. Joint inspection and acceptance of schools with government authorities - 20 days
Technical inputs and documentation supporting joint inspections and acceptance of schools with relevant government counterparts, including:
- Participation in joint site visits
- Technical observations and recommendations
- Signed acceptance and handover records
5. Inspection of transferred goods (solar panels, furniture, inclusive equipment Asset verification reports - 15 days
6. Technical inputs for development of national inclusive infrastructure standards - 10 days
A technical advisory note consolidating:
- Lessons learned from the 50 model schools
- Field-based recommendations
- Identified gaps in existing standards
- Practical proposals for improvement of national inclusive school infrastructure norms
7. Final consolidated reporting and documentation - Final technical report - 10 days
Total: 120 working days over 6 months
Travel is required: The consultant will have 25 local trips to the 12 regions of Uzbekistan with a minimum 2 day each.
Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Minimum requirements:
- Education: A university degree in civil engineering, construction engineering, architecture or other relevant area
- Work Experience: Minimum of 10 years in relevant field such as project management, site supervision, quality assurance, or other technical areas.
- Technical knowledge:
- Knowledge and experience of construction/renovation buildings/infrastructure
- Understanding of inclusive school infrastructure requirements (experience in construction/renovation inclusive schools)
- Knowledge of local construction standards and skills
- Knowledge of UN procurement procedures and tender preparation/evaluation will be an asset.
- Language Requirements: Fluency in written and spoken Uzbek and Russian. Knowledge of English is considered an asset
