BACKGROUND
UNICEF Belarus launched its CPD 2026-2030 with a new staffing structure that is 23% smaller than during previous CPD cycle. There has been a significant decrease in staff footprint which merits a review and adjustment of office processes in Programme, Operations, Communications and Partnerships (both PSFR and public sector) with the aim to simplify, gain efficiency, incorporate changes and develop new modus operandi. The adjustment will aim at identification and implementation of cost- and time-saving measures at Country office (CO) level, and will be informed by UNICEF Global reforms and their impact on the CO (Future Focus Initiative project, reform of UNICEF Business Model, centralizing functions in the UNICEF operational hubs (GSSC for P&C / HR and administrative transactions, Centers of Excellence for programmes). UNICEF Belarus is seeking an experienced consultant to help the office to review and facilitate a change management process for revised office workflows and processes, commensurate to the level of ambition of new CPD and new office architecture.
Purpose of Activity/Assignment:
UNICEF Belarus office seeks the support of an international consultant to conduct an external review of the office architecture vis-à-vis CPD ambition and available resources, appreciate and assess existing “legacy” workflows and processes remaining from the previous programme cycle, and jointly with the country team to co-create new practices that will simplify and ensure efficiency of day-to-day operation, retaining appropriate level of controls and risk management. An outcome of this consultancy will be a package of processes and workflow models for the office with actionable recommendations to the country team. Therefore, the purpose of the consultancy is to:
- Support management process in transition to the new CPD and reduced staffing structure
- Ensure appropriate level of delegation of transactions and work processes for more effective implementation of the new CPD, considering the risk profile (environment in which the CO operates and associated risks)
- Improve clarity and foster cross-sectoral interactions in the office through clear accountability and workflows
- Simplify and expedite decision-making and transactions in the office.
- Improve staff ownership of the key areas of change through engagement and participatory approach to solicit staff views and co-create new model
Scope of Work:
- Review and analyze the office’s ambitions, structure and “legacy” practices through documents: CPD, CPMP, Annual Management Plan and its annexes, existing SOPs.
- Review and analyze a set of current office workflows /processes to identify areas for simplification and amendments to see more effective processes and collaboration. The review will focus on the following areas:
- Current practices in advocacy and programmatic engagement with national and regional partners (including Front office, with national ministries, UNCT, etc.)
- Roles and bottlenecks in programmatic implementation through Implementing Partners (
(HACT and e-Tools, preparing and monitoring Project documents, reporting, follow up on registration, day-to-day collaboration and communication with them) - Practices related to risk, opportunities and crisis management (ad-hoc requests and needs)
- Other main areas of bottlenecks for efficient cross-sectoral and vertical collaboration identified during interviews with staff
- Current workflows and tools for procurement and supply, contracting and paying practices, incl. cash management (Petty Cash, P Cards, local cards), travel and administration of office and office assets, incl. fleet.
- PSFR budget generation and allocation, including improvement of cross-sectoral support and interaction for greater effectiveness of the Fundraising mechanisms.
- Public donors and resource mobilization processes with reduced staff.
- Do inception visit to UNICEF Belarus (in-person) to conduct individual and group staff consultation, observe office functioning in real time, appreciate local context, outline strengths and distill gaps. Carry on face-to-face and follow up online meetings with the Senior Management Team, COSA and staff to solicit detailed views on current work processes, the bottlenecks and propose possible solutions. Do a staff online survey to receive detailed feedback.
- Facilitate co-creation workshop with UNICEF Belarus team (in person) where new model will be proposed and pressure tested at various levels
- Present to the Senior Management Team and staff findings, observations, and recommendations.
- Produce the final report with actionable recommendations and models.

Travel (if required as per TOR):
During the assignment, the consultant is expected to travel to UNICEF Belarus office in Minsk, two visits are planned. UNICEF Belarus will cover the accommodation costs as well as cost of travel to the destination.
Qualifications
Education:
- Masters degree in Finance, Business Administration and Management, Accounting, or other related areas.
Work experience/Knowledge/Expertise/Skills required:
- At least 20 years of professional experience out of which 15 years of extensive experience in the UNICEF operational environment with solid knowledge of UNICEF strategic documents, like CPD, CPMP, AMP, etc.
- Ability to make good interpersonal contact with people within a short period of time.
- Strong analytical and organization skills.
- Fluency in English. Knowledge of Russian is an asset.
- Advanced computers and MS Office knowledge and skills is required.
- Experience of working in the UN system is an asset.

- Financial proposal should be submitted using the financial offer template and must:
- Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.
- Include travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Consultants are responsible for arranging their own transportation arrangements. UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor.
- Include any other costs: health insurance, payment of an incidental expenditure (such as bank charges, insurances, etc.) and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
