Working arrangement: The consultant will be expected to attend and facilitate the meeting in-person at the meeting venue in Nairobi. The PCNM meeting will take place at in Nairobi, Kenya. On the first three days, the PCNM will start at 8:00AM and finish at 5:00 pm, Nairobi time.
The consultant will also be expected to participate in preparatory meetings, which may be in-person at the UNON compound or virtual and will take place during working hours in Nairobi.
In case the facilitator joins from outside Nairobi, the travel and subsistence allowance to be included in the all-inclusive fee shared in the financial proposal.

TERMS OF REFERENCE
- Goal and Objective: Under the supervision of the Regional Chief of People and Culture, the Facilitator will support the design and facilitation on an effective 2026 Regional People and Culture Network Meeting. The goals of this meeting include:
- Facilitating networking and team building among the 23 country offices and regional office.
- Sharing and discussing global and regional human resources developments, recurring issues, priorities and guidance, specifically around the following topics:
- Future of Work
- Future of the Human Resources/People and Culture function
- Change Management
- Talent Acquisition and Shared Services (Transition of services to GSSC)
- Learning and Development / HR Capacity Building
- Culture Change and Diversity
- Mental Health and Staff Wellbeing
This assignment is directly linked to Activity “Organize and facilitate capacity development events for the ESAR P&C Community (HR Network Meeting, webinars on key topics, etc). Ensure regional HR capacity succession planning and provide direct oversight and technical support in the selection of HR managers/officers in the region to strengthen ESAR HR staffing”, in the ESARO Rolling Work Plan.
- Activities and Tasks:
The consultant is expected to provide high-quality facilitation of the PCNM. Specifically, he/she will
- Participate in planning meetings to finalize the meeting agenda, activities, and logistics prior to the PCNM.
- Conduct a pre-network participants survey to inform the agenda of the retreat.
- Prepare a facilitation plan for the PCNM, as per the prescribed agenda.
- As part of the facilitation plan, develop and introduce and close out the meeting days and individual sessions. Conduct pre-meeting with facilitators, where required.
- Ensure the meeting sessions flow and stay within their prescribed time.
- Facilitate plenary discussions, panels, small group discussions, and other interactive activities during the sessions.
- Lead on 1-2 selected thematic sessions around Future of Work and/or Change Management.
- Involve virtual participants as appropriate in the sessions.
- Develop and lead icebreakers, energizers, and other team-building activities.
- Conduct a brief evaluation and prepare a short report documenting the evaluation results.
- Work relationships:
The consultant will report to the ESARO Regional Chief of People and Culture and is expected to work closely with the meeting’s session leads in preparing the facilitation plan.

Performance indicators include:
- Facilitation plan details the specific methods/activities that the facilitator will use for each session, transitions between sessions, and team building/icebreaker/energizer activities.
- >80% of meeting participants rate the facilitation as good or great in evaluation
Payment Schedule
A one-off payment will be processed at the end of the contract upon the consultant having completed all deliverables.
Minimum requirements:
- Advanced degree in a relevant discipline, ideally in organizational development and/or communications
- At least five (5) years’ work experience in facilitating and coordinating events, including regional meetings / workshops, preferably in areas relevant to People and Culture, Change Management.
- Professional background in human resources management is an asset.
- Strong analytical, conceptual thinking and problem-solving skills.
- Full working knowledge of online and interactive meeting technology.
- Previous working experience with UN and/or international organization desirable
- Demonstrated ability to work in a multicultural environment and establish effective work relationships
- Flexible and able to respond to and accommodate change easily.
- Administrative skills and self-motivated with the ability to set priorities and manage multiple tasks under minimal supervision in effective and efficient manner
- Experience of working independently and remotely.
