UNICEF Supply Division (SD) works to ensure equitable and inclusive access to essential supplies and services for children and their families, in development, humanitarian and fragile contexts. These supplies are critical to saving lives, supporting children’s health and education, and protecting them from abuse, exploitation, and neglect. As the UN’s largest end to end supply chain entity, UNICEF leverages its global reach, market influence, supply chain expertise and partnerships with governments, civil society, private sector, industry, and other stakeholders to meet children’s needs and protect their rights around the world.
SD focuses on three result areas to maximize impact, scale, and effectiveness: strategic procurement; supply preparedness and response in humanitarian and fragile contexts; and supply chain optimization. To facilitate and accelerate progress toward these results, SD employs three change strategies: financing for supply and services, supply chain digitalization and supply chain localization.
ECC provides strategic guidance on emergency response. This includes working with the CO and RO on supply plan development and review, S&L strategy, risk matrices, reporting templates and tracking. ECC also supports supply and logistics responses through remote and in-person through deployment.
The Supply & Logistics Officer will provide direct operational support to global emergency response including preparedness, ensuring rapid mobilization of supplies and timely coordination with Supply Division business centres, Regional Offices, and Country Offices. The role prioritizes early engagement, fast track order management, critical delivery monitoring, and real-time emergency reporting to strengthen UNICEF’s ability to respond to sudden onset and protracted emergencies. The incumbent will ensure high quality technical guidance to Country Offices on specifications, procurement planning, sourcing options for offshore, and emergency delivery modalities, with strong emphasis on speed, bottleneck resolution, and preparedness for high-risk contexts.
Key functions, accountabilities and related duties/tasks:
1. Emergency Support
At the onset of an emergency, provide rapid support to CO, RO and Sd teams in actioning Sales Orders, plans and coordination mechanisms:
- Support Emergency Sales Order Management Process
- Screening, review and lapprove emergency flags for emergency sales orders as per Role distribution Matrix
- Monitoring of Open Emergency Sales Orders: follow up with BU, WIMC and GTC to expedite the process and respect KPIs
- Provide guidance to CO’s on best practises on Sale Orders
- Support the coordination of calls with the L2, L3 and undeclared emergency countries, take notes of action points
2. Emergency reporting
- Gather information from Touch base meetings with L3/L2 CO, RO, from Business units, WIMC, cases dealt directly with COs and from team members and summarizing key information to be reported to the Directors Office in the “Emergency bi-weekly Summary” As per Role distribution Matrix
- Gather information and support in the In charge of preparation of ing the respective country Offices Briefing Notes for thematic EMTs, R-EMTs and any other ad hoc meeting as per supervisor’s requests.
3. Monitoring of emergency orders and Critical Deliveries:
- Extract timely CD Dashboard Data on a bi-weekly basis and coordinate share alerts with Centres for follow up and actiontheir action and update before the next meeting.
- Follow up and work with SME to find a solution to pending issues.
4. Preparedness Activities
- Supports CO's as defined and allocated by the Emergency Logistics Manager to develop/update Supply and Logistics Emergency Preparedness and Response Strategies (including Supply Plans).
- Review S&L strategies / Supply Plans and provide feedback to strengthen preparedness level.
- Organise review sessions with RO/CO
5. Support the management and coordination of project development related to emergency supply and logistics tools.
- Engage with stakeholders to identify, validate, and align technical and operational requirements.
- Support the preparation of concept notes and budget inputs.
- Lead coordination and follow-up on tool development activities, ensuring timely inputs and alignment across all stakeholders.

To qualify as an advocate for every child you will have…
Minimum requirements:
- Education: Bachelor or equivalent (First Level University Degree) in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law and any other related fields.
- Work Experience: At least 2 years of relevant work experience in supply and logistics operations in emergency contexts, emergency response, supply chain optimization, strategic procurement, emergency preparedness and any other related fields.
- Skills: Emergency country support, remote or surge deployments, strong knowledge of humanitarian operations, logistics cluster and donor landscape.
- Language Requirements: Fluency in English is required.
Desirables:
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Experience in developing tools, policies, guidances in supply & logistics or emergencies is an advantage
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
