How can you make a difference?
The Social and Behavior Change Officer reports to the SBC Specialist, #42093. In close coordination with Sectoral and Cross-Sectoral Specialists and Officers, the Officer contributes to/ is responsible for the design, management, monitoring and evaluation of evidence-based, inclusive and innovative SBC strategies in support of the Health and Nutrition programme through strengthening community systems and participation.
Key functions, accountabilities, related duties/ tasks:
Generate & Use Evidence: Generate and utilize research, data, and evidence to inform the design, measurement, and monitoring of SBC interventions for Health and Nutrition programme and outcomes in both emergency and development and to build the evidence base for SBC.
Design, plan and implement: Design, plan and implement SBC activities that are backed by social and behavioural evidence and strong engagement and participation mechanisms in both humanitarian and development contexts to promote maternal child health and nutrition practices.
Advocate & Build Partnerships: Support operationalization of SBC approaches for Health and Nutrition by advocating for SBC, mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building.
Build Capacities: Promote continuous learning, strengthening and scaling up of SBC interventions for Health and Nutrition in both humanitarian and development contexts through capacity building for UNICEF staff, partners and community groups.

- Education: Bachelor or equivalent (First Level University Degree) in a social and behavioral science, including sociology, anthropology, communication studies/communication for development, psychology and/or related field is required, such as: public health, development studies, social work, community health, public relations
- Work Experience: A minimum of two years of professional experience in one or more of the following areas is required: social development programme planning, communication for development or social and behaviour change, public advocacy or another related area.
- Skills: Programme management, socio-cultural communication, community mobilization, budgeting, capacity building, SBC monitoring.
- Language Requirements: Fluency in English and Burmese are required

- Desirables:

- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Experience in planning, implementation and monitoring of Social and Behaviour Change (SBC) and community engagement interventions at community level, linking with health and nutrition programmes
- Strong understanding of Myanmar’s socio-cultural diversity (ethnic, linguistic, religious contexts) and sensitivity to conflict, displacement, political instability, access constraints, and safeguarding risks
- Knowledge of key SBC frameworks and their applications SBC (e.g. socio‑ecological model, behavioural drivers analysis, COM‑B, Theory of Change, apply human‑centred design (HCD) and community‑led approaches
- Proven ability to work with community leaders, religious leaders, ethnic organizations/community-based structures, youths, women’s groups, caregivers, influencers
- Experience working in both development and humanitarian settings
- Knowledge of UN System, risk communication and community engagement, social and behaviour change, capacity building of partners and familiarity of Health and Nutrition sectors are an advantage.
- Relevant experience in a UN system agency or organization is considered an asset.
