TERMS OF REFERENCE
The consultant will carry out the assignment under the overall guidance of the Chief of Health and the supervision of the Health Manager for Immunization and Health Emergencies, in close collaboration with the Ministry of Health team—particularly the EPI Manager and the two Regional Health Bureaus.

Minimum requirements:
- Advanced university degree in one of the following fields: health economics, economics, public health, business administration, statistics, international health, or another relevant and related technical field.
- Minimum of Ten years of professional experience in health economics, public health or public financing
- Strong quantitative skills
- Work experience in a low-income setting
- Experience in public finance management in the health sector
- Experience in cost analysis of health interventions
- Excellent interpersonal skills to develop and maintain good working relationships
- Ability to communicate effectively with a range of audiences
- Experience in PHC costing, economic analysis of immunization services
- Previous similar NIS cost estimation work and familiarity with the NIS.cost another related costing tools.
- Fluent in English and official language of the country has an advantage
