For every child, the right to Health 

The Democratic Republic of Congo (DRC) was certified free of wild poliovirus in November 2015. However, outbreaks of circulating vaccine‑derived poliovirus types 1 and 2 (cVDPV1 and cVDPV2) continue to pose a significant public health risk. Between 2017 and 2025, the country reported a total of 1,292 cases of variant poliovirus. Following intensified outbreak response efforts, the number of cases declined markedly, from 540 cases in 2022 to 18 cases in 2025.

In 2026, surveillance detected four cVDPV2 cases in Maniema Province, while the most recent cVDPV1 case was reported in June 2025 in Tshopo Province. Despite this progress, the DRC remains among the highest‑risk countries in the African Region due to persistent poliovirus circulation in several provinces. This context necessitates the continuation of mass vaccination campaigns alongside strengthened routine immunization services.

Routine immunization programmes continue to face major systemic bottlenecks, including limited cold chain capacity, weak vaccine stock management, inadequate temperature monitoring, insufficient maintenance of equipment, periodic stock‑outs, and inconsistent data quality. These challenges directly compromise vaccine availability and potency, ultimately undermining immunization programme performance and increasing the risk of poliovirus transmission.

The Health Specialist Data will contribute to strengthening the polio outbreak response (cVDPV1 & cVDPV2) in the Democratic Republic of Congo, with a strong focus on data quality, equity analysis, accountability and evidence-based decision-making.

Under the technical supervision of the Polio coordinator, The Health Specialist (Data Management – Polio) will contribute to: i) improved quality, availability and use of polio and routine vaccination data; ii) enhanced evidence-based decision-making for polio outbreak response; iii) improved performance and equity of vaccination campaigns vi) strengthened accountability and efficiency through digital payment systems; v) Sustained progress toward interruption of cVDPV transmission in the DRC.

How can you make a difference? 

The Health Specialist (Data Management) will provide technical leadership and support in the collection, management, analysis and use of polio and vaccination data to inform programme performance and decision‑making.

The position will also support the scale‑up of digital payments for polio campaign community workers through the HOPE platform and contribute to monitoring, evaluation and reporting activities of the Health Section.

Minimum requirements:

Education:

  • An advanced university degree (master’s or equivalent) in Public Health, Epidemiology, Monitoring-Evaluation, Health Information Systems Statistics, Economics and/or Social Science.

Work Experience:

  • At least [5] years of relevant work experience in data management, monitoring and evaluation and public health and/or Immunization.
  • Relevant experience in a UN system agency or international organizations is considered as an asset. 
  • Experience with digital payment systems (HOPE or similar platforms).
  • Proven experience in data analysis, visualization, and use of digital tools.
  • Experience within the UN system or international organizations is an asset.
  • Experience working with government and development partners in complex environments.

Technical skills:

  • Advanced proficiency in data analysis tools and platforms.
  • Strong communication and coordination skills.
  • Ability to translate complex data into actionable insights.

Language Requirements: 

  • Fluency in French is required. Proficiency in English is required.
  • Knowledge of a local language (Swahili, Lingala. Etc) is an asset.
