For every child, the right to health
UNICEF Lebanon office has been working on serving the most vulnerable population, be it Lebanese and non-Lebanese. As the office aims to shift into the development / humanitarian nexus, it still provides rapid emergency response as needed. Since March 2026, Lebanon has been facing hostile aggression, that has caused more than a million to be displaced and several hunderdes killed, including children. As health section, we remain a lead, in partnership with MoPH, in providing primary and essential health care services to the most vulnerable, to contribute to the achievement of the SDG 3 goal.
The role of the requested position, is to support in both the emergency response and the regular programme implementation of AaSalameh and Immunization programs, in addition to support in the data monitoring, reporting and evidence analysis to direct the program and improve implementation.
The health programme in Lebanon is committed to serve the vulnerable children of Lebanon. Lebanon has gone through several unprecedented crises, that has strained the national health system and cause drop in routine vaccination coverage. Also, there has been greater need for affordable access to primary health care, as more population have sunk into poverty. The Health Assistant will be working to support the immunization program, by supporting in the data management, monitoring, and reporting. They will be conducting data analysis to understand trends in immunization and disease surveillance and equity coverage. In addition, they will support the monitoring of the Aa Salameh project and contribute to emergency response, ensuring timely tracking of activities, progress, and results. This includes:
• Support the collection, validation, and timely reporting of immunization and health data.
• Monitor the implementation and performance of the Aa Salameh project, including tracking indicators and progress against targets.
• Contribute to monitoring and reporting of emergency health response activities.
• Support coordination and data tracking related to the emergency war response, ensuring timely documentation of interventions and coverage.
• Conduct data analysis to identify trends, gaps, and equity issues in immunization coverage and disease surveillance.
• Prepare regular reports, dashboards, and updates for internal and external stakeholders.
• Undertake field visits to primary health care centers and outreach sites to assess implementation quality and identify needs.
• Provide recommendations to improve programme performance and address identified gaps.
• Coordinate with partners, including MoPH and other stakeholders, to ensure data consistency and alignment.
With this expansion, UNICEF needs to hire a dedicated (Health Assistant) to oversee the follow-up and coordination of these activities, ensuring effective implementation and alignment with program goals.
How can you make a difference?
Under the delegated authority and supervision of the Health Officer or designated representative, the Health Assistant will:
A. Data Management & Quality Assurance:
• Manage and ensure monthly cleaning and validation of MoPH Primary Health Care (PHC) data
• Support data verification processes to ensure accuracy and completeness.
• Support in timely and quality data reporting and analysis
• Support in the surveillance data reporting and immunization coverage data
B. Reporting & Monitoring:
• Report timely on specific indicators in alignment with the RWP monitoring plan.
• Monitor implementing partners’ monthly reporting through, ensuring accuracy and completeness of submissions.
• Contribute to internal and external reporting, including:
• Internal SitReps:
o Donor reports
o RWP indicator development and revision
o Other reports as needed
•Support monitoring of immunization indicators and follow up with MoPH on related tasks
•Analyse data for monitoring and alert on time for needed action to improve deliverables
•Support in the Third-Party Monitoring
C. Planning, Coordination & Documentation:
•Develop concept notes and TORs for health-related projects to support proposals and resource mobilization.
•Support Programme Documents (PD) submissions as needed to help achieve immunization targets.
•Participate in internal and external coordination meetings, documenting key actions and follow-up points.
•Liaise with the PRIME section on Third Party Monitoring (TPM), maps development, and other M&E-related tasks.
•Gather relevant evidence, including media reports, studies, and news on immunization, child health, and nutrition.
•Support in report writing and documentation
D. Focal point with SBC section for AaSalameh and Immunization programs:
•Support in related activities to SBC:
1.Attend meetings with UNICEF partners and MoPH to discuss the progress of SBC activities in immunization program
2.Coordinate with SBC partners and MoPH on completion and implementation of all related activities( IEC material,trainings, research report review…)
3.Provide technical insights on the findings from the field visits, FGDs and progress meetings from the partners,
4.Conduct field visits to SBC partners in order to ensure the implementation of the activities.
E. Field Monitoring & Capacity Building:
•Monitor implementing partners’ activities through:
o Programmatic visits
o HACT-related field monitoring
o Monthly progress review meetings
•Support planning and organization of trainings for MoPH-EPI staff and partners.
•Conduct field visits and assess the needs and reflect them
F. Supply & Logistics Support:
•Assist with supply-related tasks, including:
o Vaccine and PPE stock follow-up
o Procurement coordination
o Delivery planning
o Reporting on supply inputs and distributions
F. Other Responsibilities
•Perform any other related duties as assigned by the supervisor to support programme implementation.
Minimum requirements:
- Education: Bachelor’s degree Public/ Global Health, or any other related field in health. Secondary degree +2 years of experience replaces a university degree.
- Work Experience:

- Minimum of 3 years of relevant experience in public health, preferably in health system strengthening.
- Experience in health data management, including data cleaning, validation, and reporting.
- Experience supporting monitoring and evaluation (M&E) and supervision and generate reports accordingly is required
- Experience supporting programme planning, documentation, and coordination is highly desirable.
- Familiarity with supply and logistics follow-up in health programmes is highly desirable.

- Language Requirements: Fluency in Arabic and English is required. Knowledge of French or any other UN language is considered an asset.
