How can you make a difference?
This is a batch vacancy announcement for multiple upcoming fixed-term positions in the Recruitment Administrative Services (RAS).
The People & Culture Associate (RAS) will undertake high level and specialized HR support activities. Those specialized activities pertain to the application of HR regulations, rules, and procedures in the context of, on a day-to-day basis, there typically being more complications that arise with a broader variety of solutions that are not always clearly covered in general guidelines, thus requiring a greater capacity to adapt and interpret. The position consequently requires in-depth knowledge of the subject matter and the capacity to carry out tasks with strong independence.
Key functions, accountabilities and related duties/tasks:
Support in recruitment:
- The People & Culture Associate (RAS) is required to make input into the design and development of improved services and delivery processes and expected to work with a high degree of operational independence.
- Responsible for service delivery to designated client groups within the expected SLAs with accuracy and high-quality standards.
- Prepares vacancy announcements in UNICEF’s Talent Management System, circulates internal and external advertisements.
- Liaises with HR Business Partners and Hiring Managers along the recruitment process.
- Focal point for candidates in the various stages of the recruitment process.
- Monitors the life cycle of the recruitment process.
- Pre-screens candidates against minimum criteria and eligibility.
- Assigns status, adds comments to all reviewed candidates.
- Quality checks longlists.
- Arranges and organizes online assessments.
- Shares system generated online assessment results with HR Business Partners and Hiring Managers.
- Coordinates interview arrangements.
- Informs unsuccessful candidates by sending timely system notifications.
- Maintains talent pools.
- Keeps abreast of recruitment related policies and procedures.
- Escalates non-compliance to the HR Officer.
- Liaises with GSSC HR Administration Onboarding as necessary.
Specific work conditions: The People & Culture Associate (RAS) is expected to work eight hours shifts between 7am and 7pm five days a week, accommodating the time zone of the respective Region. Working on Sunday with a compensatory day off may also be required.

Minimum requirements:
- Education: Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.
- Work Experience: A minimum of six (6) years of progressively responsible work experience in human resources or other relevant field is required. A completed university degree from an accredited institution will be counted towards the work experience requirements by three years, and a relevant master’s degree may replace an additional two years.
- Skills: Advanced computer literacy and the ability to effectively use standard office software tools (MS Office, Enterprise database) and other office technology to create documentation, exchange and archive e-mail, and maintain electronic filing systems. Excellent communication skills, planning and result driven as well as ability to manage competing priorities are required.
- Language Requirements: Fluency in English (verbal and written) is required.
Desirables:
- University level courses in human resources, business administration and other related fields are desirable.
- Previous hands-on experience in planning, organizing and delivering administrative support services is highly desirable.
- Working knowledge with applicant tracking systems (ATS) or recruitment platforms is an asset.
- Work experience with a development organization is an asset.
- Knowledge of UN/UNICEF'S rules, regulations and procedures is considered an asset.
- Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish), especially Spanish is considered a strong asset.
- Developing country work experience and/or familiarity with emergency.
