Background
Menstrual Health and Hygiene (MHH) has historically been an overlooked component of public health in Lesotho, despite its significant influence on the wellbeing, education, and socioeconomic participation of women and girls. Persistent gaps in awareness, resources, and supportive environments have contributed to challenges faced by menstruating individuals in managing their menstrual health safely and with dignity. In response, the Government of Lesotho, together with key partners, has developed the National Menstrual Health and Hygiene Strategy as a comprehensive framework to address these barriers and promote inclusive, equitable menstrual health for all.
The strategy is grounded in principles of equity, inclusion, and sustainability, recognizing that menstruation is not only a health concern but also a fundamental human rights and gender equality issue. It highlights the need for improved WASH infrastructure, increased access to affordable menstrual products, enhanced menstrual health education, and stronger policy and institutional support to reduce stigma and normalize menstruation across communities. By aligning MHH with national development priorities and strengthening cross sectoral collaboration, the strategy provides a pathway for systemic and sustainable advancements in menstrual health nationwide.
The formulation of the strategy was informed by the contributions of community members, government stakeholders, civil society organizations, and private sector actors, whose insights and expertise ensured that the document reflects the realities and needs of diverse groups, particularly marginalized populations. The process benefited greatly from the technical and financial support of UNFPA and UNICEF, whose partnership helped shape a robust, adaptable, and responsive national framework for menstrual health in Lesotho.
Purpose of Activity/Assignment:
The development of the National Menstrual Health and Hygiene (MHH) Strategy requires professional, high‑quality visual design to ensure that the final document is clear, accessible, and impactful for diverse stakeholders. Engaging a graphic designer will support the translation of technical content into a visually appealing and user‑friendly format that enhances understanding, communication, and uptake of the strategy’s key messages. The strategy targets government ministries, development partners, civil society organizations, and community-level actors, therefore, a professionally designed document is essential for strengthening credibility and facilitating effective dissemination.
Scope of the work:
The Consultant will provide comprehensive graphic design and creative direction services to transform the National Menstrual Health and Hygiene (MHH) Strategy from a technical manuscript into a high-impact, professional publication. The scope encompasses the development of a cohesive visual identity, the creation of data-driven infographics, and the production of multi-format layouts tailored for government officials, international partners, and community stakeholders to ensure maximum clarity and policy uptake.
The following outlines the scope of work in detail:
Creative Direction & Concept Development
The consultant must establish a visual identity that is culturally sensitive, inclusive, and professional.
- Mood Board & Style Guide: Develop a color palette, typography, and iconography style that aligns with national branding while remaining modern and accessible.
- Thematic Design: Create a "look and feel" that destigmatizes Menstrual Health and Hygiene (MHH) while maintaining the gravity of a national strategy.
Document Layout & Formatting
This is the core of the work—transforming the technical manuscript into a polished document.
- Full Strategy Layout: Designing the complete document (likely 40–80 pages) using professional publishing software (e.g., Adobe InDesign).
- Information Hierarchy: Using headings, call-out boxes, and sidebars to ensure key policy recommendations are easy to find.
- Summary Versions: Creating a condensed "Executive Summary" or "Popular Version" for community-level actors who may not need the full technical annexes.
Data Visualization & Illustration
Since the strategy targets diverse stakeholders, visual aids are crucial for clarity.
- Infographic Development: Converting statistics on MHH access, school attendance, or sanitation into easy-to-digest infographics.
- Process Mapping: Designing flowcharts for implementation frameworks, monitoring cycles, or referral pathways.
- Custom Illustrations: Creating or sourcing culturally appropriate imagery that reflects the local context and diverse populations (e.g., schoolgirls, women with disabilities, etc.).
Final Deliverables & Production Support
Ensuring the strategy is ready for both the boardroom and the field.
- Print-Ready Files: High-resolution PDFs with appropriate bleeds and margins for professional printing.
- Digital/Web Version: An optimized, interactive PDF with clickable Table of Contents and external links for website hosting.
- Social Media Kit: A "Strategy Launch" package containing 5–10 social media tiles (Instagram/Facebook/X) highlighting key pillars of the strategy.

Minimum requirements:
Minimum requirements: Bachelor's degree
Education: Bachelor's degree in Graphic Design or related field
Work Experience:
- At least five (5) years’ operating as professional graphic designer.
- Experience working in the fields of graphic design, brochure design, logo design, web design and development, designing for print.
- Ability to produce high quality design in InDesign.
- Working experience with academic, research and/or technical publications reports.
- Experience working with UNICEF and UN agencies is an asset
- Capacity to undertake layout in English and to deliver the final product in both .pdf and .indd formats.
