How can you make a difference? 

The main purposes of this assignment are to understand the risk of SEA happening, how the humanitarian and development response is addressing SEA risks. Additionally, the assignment aims to provide findings and recommendations to promote safer programs and to inform capacity development to enhance response to and prevention of SEA. The consultant will adopt the SEA Risk Overview (SEARO) Subnational Adaptation Methodology developed by UNICEF and OCHA under the Inter-Agency Standing Committee (IASC) framework. The methodology combines quantitative and qualitative approaches to identify, analyse, and map factors that contribute to SEA risks at
sub-national level. The deliverables include contextualized SEA Risk Indicator Framework based on the region identified, contextualized SEA Risk Assessment tools, draft Assessment Report, Validation Workshop Report and Final SEA Risk Assessment Report including SEA Risk Mitigation and Prioritization Plan.

Duty Station:

Yangon, Myanmar with possible local travel for Primary data collection through Surveys, FGD and KII (Subnational areas, TBC).

Duration of Contract:

40 working days over the priod of 5 months

Description of Assignment:

Tasks 1: Desk Review & Literature Analysis (incl. meeting)

Deliverables 1: Main findings and initiating the plan

Delivery date: By end of August 2026

Tasks 2: Development of questionnaires (incl. consultation) 

Deliverables 2: Questionnaires and primary data collection plan

Delivery date: By mid-September 2026

Tasks 3: Primary Data Collection (Surveys, KIIs, and FGDs)

Tasks 4: Data analysis and consultation with stakeholders

Deliverables 4: Preliminary findings

To qualify as an advocate for every child you will have… 

Education:

Master’s Degree or equivalent Advanced Degree in public health, governance-related, public policy/administration, or another related field.

Work Experience:

Minimum five years of experience as a professional in developmental fields, especially in the field of Child protection, PSEA, Safeguarding, research, data analysis, and report writing.

Sound knowledge of working with computers and using Microsoft Office (Word, Excel, Power point)

Prior experience of report related to developmental programme especially in the field of Child protection, PSEA, Safeguarding or International PSEA standards and policies will be an advantage.

Strong command of writing skills in both English and Myanmar languages.

Evaluation Criteria (Technical Evaluation for 80 points and Financial evaluation for 20 points)

Technical Evaluation (80 Points)  

Master’s Degree or equivalent Advanced Degree in public health, governance-related, public policy/administration, or another related field.

Minimum five years of experience as a professional in developmental fields, especially in the field of Child protection, PSEA,
Safeguarding, research, data analysis and report writing.

Knowledge and understanding of Myanmar and its development context.

Well organized and structured, good attention for detail.

Professional work ethic, integrity, and initiative.

Experience of working with UN agencies is a plus.

Prior sound knowledge and experiences in SEA risk assessment, gender-based violence, child protection and/or education will be an advantage will be desired.

Ability to work under pressure and competing priorities.

The technical pass mark will be 60 out of 80.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
