For every child, the right to hope

On 24 June, two powerful earthquakes of magnitude Mw 7.2 and Mw 7.5 struck Venezuela, marking the most significant seismic event in over a century. The epicenter, located near Yamari in Yaracuy State, triggered widespread destruction across La Guaira, Caracas, Carabobo, Falcón, Miranda and surrounding areas. The two main shocks occurred approximately 30 seconds apart, exacerbating structural damage and contributing to heightened disruption across already densely populated and infrastructure-constrained urban centers.

UNICEF estimates that 1.8 million people, including 680,000 children, now require humanitarian assistance. The earthquakes have exacerbated an already fragile situation, where 7.9 million people, including 3.9 million children, were already in need due to prolonged socioeconomic challenges, conflict, political instability, and limited access to essential services.

Since the onset of the emergency, UNICEF has been actively engaged in coordination with national, regional, and local authorities, as well as United Nations agencies and humanitarian partners, to support a coherent and timely response to the earthquakes of 24 June. 

UNICEF Venezuela is supporting the government in responding to the crisis and protecting children affected by the earthquake and the consequences of its aftermath. UNICEF will continue to support the IDENNA in assessing additional and evolving needs and responding to child protection concerns, in accordance with its core commitments for children in humanitarian action. This includes the core commitment to on ensuring that “separation of children from families is prevented and responded to, and family-based care is promoted in the children’s best interest.”

How can you make a difference?

UNICEF Venezuela is seeking a seasoned Emergency Manager to lead the Country Office's response to one of the most demanding humanitarian operations in the region. Reporting directly to the Representative, you will set the strategic direction for emergency preparedness and response, provide technical leadership across sectors, and represent UNICEF at the highest levels of coordination with Government, the UN Country Team, and the humanitarian cluster system. This is a role for a proven crisis leader — someone who has led response operations before, knows how to build and steer a team under pressure, and is ready to shape both the immediate response and the long-term recovery architecture for children and families affected by the earthquake. To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: Completed Master’s Degree or equivalent (Advanced University Degree) is required in Social Science, Public Administration, International Law, International Business Relations, Social planning, research, emergency and/or rehabilitation programmes at national and international levels, with significant emphasis on analysis and advice on the needs of children and women affected by emergencies and any other related fields. A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree.
  • Work Experience: A minimum of 10 years of professional work experience, with progressively greater management responsibilities in social planning, research, emergency and/or rehabilitation programmes at national and international levels, with significant emphasis on analysis and advice on the needs of children and women affected by emergencies is required.
  • Skills: Demonstrated experience in supervising people is required.
    Experience working with cluster coordination system or extensive inter-agency coordination experience in emergencies is required.
    Experience working in politically sensitive environment is required.
    Knowledge of the principle of gender parity and equality is required.
    Excellent communication skills are required.
    Cultural and political sensitivity is required.
    Knowledge of humanitarian reform principles, international humanitarian laws, reform updates is required.
    Knowledge of the latest developments and trends in emergency preparedness and response management related fields is required.
  • Language Requirements: Fluency in Spanish and English is required.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, French or Russian) is an asset.
  • Direct field experience in emergency programme planning, management or evaluation is a distinct advantage.
  • Work experience in LAC is an asset.
  • Relevant UN or international NGO experience is desirable.
  • Extensive experience in coordinating response in complex emergencies at senior level in UNICEF is desirable.
  • Knowledge of UNICEF policies and strategy to address national and international emergency issues, particularly relating to conflicts, natural disasters, and recovery is desirable.
  • Knowledge of global humanitarian issues, specifically relating to children and women, and the current UNCEF position and approaches is desirable.
  • Knowledge of local conditions and country legislation relevant to UNICEF programmes is desirable.
  • Knowledge of UN security operations and guidelines is desirable.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is an asset.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either a role with direct contact with children, a role that works directly with identifiable children's data, a safeguarding response role, or an assessed risk role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) apply.

Eligible staff members on fixed-term, continuing or permanent contracts applying to IP TA positions in a duty station designated as L2/L3, may be able to retain a lien and their fixed-term entitlements, subject to approval by their Head of Office. The conditions of the temporary assignment will vary depending on the status of their post and relocation entitlements may be limited as per the relevant policies.
