The Government of the Democratic Republic of the Congo has declared an outbreak of Ebola Virus Disease affecting Ituri and other affected or at-risk provinces. National authorities, with the support of humanitarian partners, have activated emergency coordination and response mechanisms to contain transmission and protect affected communities. The outbreak is unfolding in a complex humanitarian environment marked by insecurity, population displacement, high mobility, constrained access to essential services and weak water, sanitation, hygiene and infection prevention and control systems. These conditions heighten the risk of transmission in health facilities and communities and require rapid, well-coordinated and technically rigorous WASH/IPC action.
The geographic expansion of the outbreak, the operational complexity of the response and the need to align interventions across national, provincial and health-zone levels require senior leadership. An experienced profile is therefore required to provide the strategic expertise, technical authority and convening capacity needed to lead UNICEF's WASH/IPC response and support Government-led coordination across affected and at-risk areas.
How can you make a difference?
Under the supervision of the Supply Officer, the Supply Associate performs highly skilled procurement and supply work in support of the Ebola emergency response, managing complex procurement and contracting cases and client requests that frequently require evaluation of difficult situations and adaptation of procedures. Working with a high degree of operational independence, the incumbent leads to end-to-end procurement processes and contributes to the design and development of improved supply services and delivery mechanisms. The incumbent may supervise lower-level GS staff.

To qualify as a champion for every child you will have…
Minimum requirements:
- Education: Completion of secondary education is required with a minimum of six (6) years of relevant administrative experience in logistics, warehousing, transport, supply chain management or a commercial context. A bachelor’s degree from a recognized academic institution in the above fields may replace three years of related work experience. A master’s degree may replace an additional two years.
- Work Experience: Demonstrated ability to apply UNICEF (or comparable) logistics and supply rules, procedures and good practices to complex individual cases. Experience using an ERP system (VISION/SAP supply and logistics modules) and MS Office tools.
- Skills:
- Experience gained in a humanitarian, emergency, or public-health-emergency setting.
- Experience supporting an active outbreak or emergency response (e.g., Ebola, cholera, measles, mpox, displacement, or a declared L2/L3 emergency), preferably in the Democratic Republic of the Congo or comparable fragile, conflict-affected, and resource-constrained environments.
- Experience working with and/or through counterparts (Government and decentralized authorities, UN agencies, cluster and coordination mechanisms, implementing partners) to deliver measurable results in insecure or hard-to-reach areas.
- Language Requirements: Fluency in French is required
Desirables:

- Language: Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local language
- CIPS certification, SAP logistics modules, ERP proficiency, Ebola response, emergency response, fragile conflict settings,
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Professional and/or university courses related to Procurement (e.g.: CIPS), supply chain management or a related field are highly desirable.
- Experience in Emergency Response like Ebola Outbreak is highly desirable.
