UNICEF Eswatini Country Office is seeking the services of a consultant to provide technical support in the development of an advocacy strategy for disability inclusion strategy in Eswatini Mbabane. The Consultant will support capacity building activities, engagements and consultations with various project stakeholders, including recording, analysis and collation of data during capacity building activities and consultations with various project stakeholders (including traditional leaders and OPDs) towards the development of a National Advocacy Strategy for Disability Inclusion.
The Consultant will also support the development of targeted content for disability inclusion, advocacy and coalition building to be used to for sensitizing traditional leaders and building the capacity of OPDs for strengthened advocacy and coalition building and provide technical expertise towards the review and finalization of the National Advocacy Strategy for Disability Inclusion.
This consultancy shall be engaged to provide the technical assistance needed for: (1) Conduct of the study and review of the PCB ECCD, and (2) Ensure use of the study and evidence to support development of policy and accountability framework, results and monitoring framework, and action plan/roadmap for the strengthening PCB, most particularly focused on ECD. The consultant shall be engaged and focus on the conducting the assessment of the PCB ECCD.
The consultant will be responsible in conducting an assessment/study which will aim to generate evidence that will support the government in improving budget strategy on PCB, particularly for the ECCD. Generating deeper and comprehensive analysis and insights to:
- Conduct review on the existing policy framework, processes and practices on PCB ECCD, including key gaps and challenges in policy, capacity, and coordination structures. Review shall also look into the alignment of PCB ECCD to existing ECD laws, guidelines, strategic plans, costed investment plans. The consultant is also expected to reference the findings from the EDCOM Reports.
- Generate evidence-based recommendations relevant towards strengthening PCB ECCD and its institutionalization including informing enhancements to policy and accountability mechanisms, results and monitoring framework, and governance structures.
- Identify potential areas for reforms and ways forward toward sustainability and strengthening of PCB ECCD as a budget strategy within the PFM systems.
This position will play a pivotal role in guiding Giga’s programmatic activities, ensuring effective oversight, alignment and coordination. As a key team within the Office of Innovation (OoI), this role also involves close collaboration with other OoI teams, particularly those focused on education, to foster education-focused collaborations and enhance the initiative's impact.
The Senior Adviser will supervise several key teams, each with distinct goals: Capital Fund, Connectivity Credits Marketplace, Market Influence & Procurement Centre, and Country Support. These teams collectively aim to innovate financial structures, reduce connectivity costs, and enable on-the-ground implementation in numerous countries, ensuring that Giga's objectives are met efficiently and effectively.
